The delegation inspected progress on the project to relocate and resettle residents in Muong Chien hamlet and surveyed proposed sites for the urgent relocation of households at high risk from natural disasters in Ke and Long Cang hamlets.
Between July 5 and August 25, prolonged heavy rainfall associated with the circulation of Storm No. 1 triggered flash floods, flooding and landslides in Ngoc Chien, damaging 111 houses. Of these, 10 were completely destroyed and 41 were severely damaged, requiring emergency relocation. Extensive damage was also reported to crops, agricultural land, roads, irrigation systems and domestic water supply facilities. Total losses were estimated at more than 166 billion VND (6.41 million USD).
In response, local authorities mobilised on-site resources to assist residents and established working teams to visit, encourage and support the hardest-hit households. Relief supplies were received and distributed promptly and transparently, with nearly 950 million VND in cash assistance and 1,088 gift packages provided to affected families.
The commune is currently implementing the Muong Chien disaster resettlement project, with a total investment of 35 billion VND sourced from the 2025 central budget contingency fund and local budget allocations. The project aims to relocate 52 households from areas at high risk of landslides.
Site handover has been completed, and the construction contractor is mobilising machinery and materials to begin work on the project’s components in line with the approved schedule.
To support recovery and restore stable living conditions, Ngoc Chien has asked higher-level authorities to prioritise funding for three safe resettlement sites for 94 households in Ke, Long Cang and Dong Xuong hamlets.
The commune has also requested assistance in emergency relocation and housing repairs for 69 severely affected households, along with funding to restore essential infrastructure and help residents resume production and rebuild their livelihoods.
Delivering concluding remarks, Cua commended the proactive and timely response of the commune’s Party committee, authorities and residents in addressing the disaster aftermath and maintaining social welfare.
He urged local authorities to continue assessing residents’ support needs, step up public communication and encourage communities to overcome difficulties and resume production. He also called for the swift completion of resettlement plans for safe locations.
In addition, the commune was asked to coordinate with provincial departments and agencies to resolve outstanding obstacles and accelerate disaster recovery construction projects. Support funds must be managed and disbursed efficiently, transparently and to eligible beneficiaries to help residents stabilise their lives as soon as possible./.
