The 179.55-km CT.03 expressway will pass through 18 communes and wards, with its starting point connecting with National Highway 43 in Van Son ward and the Hoa Binh–Moc Chau Expressway, and its endpoint bordering Dien Bien province and connecting with the Tay Trang Border Gate. In Chieng Hac commune, the expressway will pass through seven hamlets over a total length of 20.19 km. The project is expected to affect 434 households and approximately 316 hectares of land, with around 114 households expected to require resettlement.
In Yen Son, the expressway will pass through two hamlets, covering a total length of 3.29 km. The project is expected to affect 79 households and approximately 26.7 hectares of land, with around 10 households expected to be resettled in Phuong Quynh hamlet.
In Yen Chau, the expressway will pass through eight hamlets and subzones, covering a total length of 15.75 km. The project is expected to affect 400 households and approximately 131 hectares of land, with around 24 households expected to be resettled in Thin Kha and Dong Ngoang hamlets.
In preparation for the implementation of the expressway, the provincial Transport Construction Investment Project Management Board has provided local authorities with the proposed route alignment, boundaries and digital map data to facilitate reviews of land use, site clearance, resettlement, material sources and disposal sites. Initial reviews show that the section passing through the three communes is expected to include two interchanges, with 13 disposal sites and five resettlement sites needed.
At the meeting, the communes proposed the provincial People’s Committee direct the project developer to soon complete and hand over the route alignment and site clearance boundary documents. They also called on relevant departments and agencies to coordinate in providing guidance on land, planning and resettlement, and resolving issues related to documentation, land-use origins and overlapping boundaries.
The Management Board will continue coordinating with the communes to complete the relevant documents, provide technical materials and implementation schedules, and hand over the site clearance boundary markers.
Speaking at the event, Hung acknowledged and commended the three communes for proactively preparing the necessary conditions for the implementation of the CT.03 project. He requested relevant departments and agencies, the Management Board, and the three communes to closely follow the directions of the provincial People’s Committee and guidance from relevant departments and agencies, and carry out assigned tasks in accordance with regulations to ensure progress./.
