Measures sought to remove obstacles for Heritage Village project in Van Ho

Standing Vice Chairman of the provincial People’s Committee Ha Trung Chien on March 17 chaired a working session with provincial departments and agencies to discuss adjustments to the investment policy for the Heritage Village ecotourism and resort project in Van Ho commune. The meeting, connected online with Van Ho authorities, was attended by leaders of provincial departments and representatives of Vinahure–IDC Joint Venture Co., Ltd.

Cover a total area of 12.46 hectares in Van Ho commune, the project is expected to include a system of hotels, shophouses, villas, villa hotels and homestays, serving approximately 100,000 visitors per year.

It was approved in principle by the Son La provincial People’s Committee in 2021. However, to date it has only completed several procedures, including approval of the basic design, environmental impact assessments, plans for traffic connection and electricity supply, as well as the conversion of forest land use purposes, and construction has not yet commenced.

The investor has proposed adjustments to several aspects of the project, including its scale, products and services, architectural design, investment capital and implementation schedule, in order to better align with current conditions and market demand.

At the event, a representative of Vinahure–IDC Joint Venture Co., Ltd. outlined several difficulties encountered during the implementation of the project, particularly issues related to determining land origin, negotiating land prices, and completing procedures for land purchase and lease.

The developer proposed the provincial authorities allow adjustments to the project’s investment policy and facilitate the approval of infrastructure design, completion of land lease procedures, and procedures for construction drawings and construction permits, in order to support it in accelerating the project implementation.

Leaders of Van Ho commune and representatives of provincial departments and sectors clarified the causes of the difficulties and proposed several specific solutions to address obstacles related to procedures for land purchase and lease, construction permits, and adjustments to the project’s investment policy, including expanding its scale and increasing total investment capital.

Concluding the meeting, the Standing Vice Chairman of the provincial People’s Committee requested Van Ho commune to continue supporting the developer in resolving existing difficulties, prioritising the completion of legal procedures for the construction area in Phase I and encouraging households with land within the project area to support the investment policy, thereby facilitating site clearance.

He also assigned relevant departments and sectors to coordinate in handling procedures and related issues within their authority in accordance with regulations, and provide support to the developer during the implementation process.

The developer was asked to complete documents for adjusting the project’s investment policy and finalise detailed design drawings for submission to the provincial Party Committee's Standing Board for consideration. At the same time, it was urged to strengthen coordination with relevant agencies to complete necessary procedures and documentation, aiming to accelerate the construction progress in the coming period.
