Provincial Party leaders work in Van Ho, Song Khua, To Mua, Xuan Nha communes

Hoang Van Nghiem, member of the Party Central Committee and Secretary of the provincial Party Committee; Lo Minh Hung, Permanent Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council, along with a working delegation, on April 3 visited and held a working session with the Standing Boards of the Party Committees of Van Ho, Song Khua, To Mua, and Xuan Nha communes.

At the meeting, the Standing Boards of the communes’ Party Committees reported on the socio-economic development, national defence and security, and Party-building work in 2025 and the first quarter of 2026; key tasks for the remaining nine months of 2026; the dissemination and implementation of the resolutions of the Party Congresses at all levels; and the implementation of tasks post the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.

After implementing the two-tier local government model, Party committees and local authorities at the commune level have both stabilissed their organisational structures and carried out socio-economic development, Party building, and consolidation of the political system. Party building, political system strengthening, and external relations have been enhanced, while political security and social order and safety have been maintained. The communes have also effectively implemented administrative reform and digital transformation, while paying attention to training and improving the capacity of officials and civil servants, thereby enhancing the performance of the two-tier local government system.

The operation of local governments at the commune level has been basically stable and smooth, effectively serving people and businesses. The election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term in these communes were conducted successfully, safely, democratically, and in accordance with regulations. After the election, the communes held their first People’s Council sessions and promptly consolidated their organisational structures to ensure proper operation in line with regulations.

At the working session, representatives of the communes also pointed out several difficulties, obstacles, and limitations in the implementation process. They proposed that the province pay attention to and prioritise funding for the development of urban and socio-economic infrastructure; invest in inter-regional transport routes and connections to tourist destinations; provide guidance and remove obstacles in investment attraction, and site clearance for project implementation; and enhance the capacity of officials and civil servants.

In his remarks, Secretary of the provincial Party Committee Hoang Van Nghiem requested that Party committees and local authorities continue to effectively implement the resolutions of Party Congresses at all levels for the 2025–2030 term; strengthen Party building and the development of a clean and strong political system. 

He emphasised promoting high-tech and organic agriculture toward forming safe fruit and vegetable production areas associated with processing and export; developing raw material zones for processing factories in the province; boosting tourism and service sectors; strengthening investment attraction; and proactively coordinating with and supporting potential investors in surveying and implementing projects effectively.

He also stressed promoting the application of information technology and digital transformation in Party and government agencies at the commune level, in association with the “digital government serving the people” model, to ensure the efficient and smooth operation of the two-tier local government system, better serving citizens and businesses.
