They include the National Target Programme on Socio-Economic Development in Ethnic Minority and Mountainous Areas, the National Target Programme on New-style Rural Development, and the National Target Programme on Sustainable Poverty Reduction.
The meeting was held online and connected to communes and wards across the province.
During the 2021–2025 period, the implementation of the National Target Programme on Socio-Economic Development in Ethnic Minority and Mountainous Areas in the province achieved many important results, contributing to improving the material and spiritual lives of local people and promoting socio-economic development in highland areas.
The total funding for the implementation of the 10 component projects under Programme 1719 during this period reached more than 5.81 trillion VND (221.53 million USD). Departments, sectors, and localities proactively implemented various solutions to accelerate the progress of projects and sub-projects. To date, more than 4.734 trillion VND has been disbursed across the province, reaching approximately 82% of the allocated capital plan.
Essential infrastructure systems have continued to receive investment attention. More than 98.53% of communes now have asphalted or concreted roads leading to their centres; 78.3% of hamlets have hardened roads to their centres; 99.5% of households have access to safe grid electricity; and 97.5% of the rural population use hygienic domestic water. Basic education indicators have met and exceeded set targets, while healthcare and social welfare services have continued to improve.
Representatives from departments, sectors, and localities focused their discussions on reviewing, adjusting, and supplementing proposed contents for the 2026–2030 period. The key focus includes solutions for socio-economic development in ethnic minority and mountainous areas, as well as the effective implementation of the programmes on new-style rural development and sustainable poverty reduction, ensuring compliance with new regulations of the central government and the practical conditions of the province.
In his concluding remarks, Vice Chairman Hau requested departments, sectors, and local authorities to urgently review and propose mechanisms for capital allocation as well as criteria and norms for implementing the programmes. Based on a thorough study of regulations, especially new regulations issued by the Government and the Prime Minister, specialised agencies will advise the provincial People’s Committee to submit proposals to the provincial People’s Council for the issuance of a resolution as a basis for capital allocation and disbursement.
At the same time, agencies were required to continue reviewing and updating the list of projects and works expected to be implemented in the next phase, prioritising projects that are truly necessary for local socio-economic development and avoiding scattered and unfocused investment.
In addition, units need to strengthen management work, prepare investment procedures carefully, and promptly complete required documentation in accordance with legal regulations to ensure timely implementation once funding is allocated, he said, adding that regular supervision and inspection, and timely resolution of difficulties and obstacles during implementation are also required.
