Provincial Vice Chairman reviews administrative reform, housing support programme in Yen Chau

At the meeting, the People's Committee of Yen Chau commune reported on the progress of its review and the overall demand for eliminating temporary and dilapidated houses in the locality since December 2025. According to the report, the commune recorded 49 newly identified temporary and substandard houses, most of which belong to poor and near-poor households. The commune has mobilised various resources and encouraged benefactors and local residents to contribute funds and workdays to support affected households in building and repairing their homes.

Regarding administrative procedure reform, the commune achieved a service quality score of 92.63 points on the National Public Service Portal in May. A total of 437 administrative procedures are currently implemented at the commune Public Administration Service Centre, including 220 fully online procedures. During the first five months of the year, the commune received, guided, and processed 923 applications, of which 99.02% were submitted online. A total of 908 out of 923 applications were resolved on time, while the remaining are still being processed.

Concerning the review of legal normative documents, as of May 2026, Yen Chau commune had compiled all legal normative documents currently in effect. The commune proposed that the provincial People's Committee organise specialised training courses on the inspection, review, handling, and systematisation of legal documents for professional officials and civil servants.

Speaking at the meeting, Vice Chairman Hau requested the commune to review the progress of digitising administrative records so that residents can reuse documents that are frequently required for multiple procedures. He also emphasised the need for regular assessments of the professional capacity of officials and specialists, as well as guidance for citizens in submitting online applications, accessing online public services, and making online payments.

Regarding the elimination of temporary and dilapidated housing, the Vice Chairman directed the commune to continue reviewing eligible cases and mobilising social resources to help poor households and policy-beneficiary families build new homes in 2026. He also called for the allocation of additional funding for housing construction and the issuance of land-use right certificates to households covered by the housing support programme.

In addition, the commune was instructed to promptly implement provincial plans concerning the review of legal normative documents, consolidate progress reports on the review and amendment of such documents, and report any difficulties or obstacles encountered during implementation so that the provincial People's Committee can provide timely guidance and solutions.
