Son La aims to expand social, health, unemployment insurance coverage in 2026

Dao Viet Anh, Deputy Director of Vietnam Social Security, and Nguyen Minh Tien, Vice Chairman of the provincial People’s Committee and standing deputy head of the steering committee for expanding social, health and unemployment insurance coverage in Son La, on March 19 co-chaired a conference reviewing the committee’s 2025 performance, assigning targets and signing commitments to boost insurance participation in 2026. The meeting was held online and connected to commune- and ward-level venues.

 In 2025, the committee actively advised the provincial People’s Committee to submit proposals to the provincial Party Committee to incorporate targets for social and health insurance coverage into the resolution of the provincial Party Congress for the 2025–2030 term, as well as into the province’s annual socio-economic development resolution.

It also directed communes and wards to include social and health insurance coverage targets in their respective Party Congress resolutions for 2025–2030 , and consolidated and issued operating regulations for steering committees at both provincial and commune levels in line with the two-tier local government model.

The steering committee instructed the provincial social security agency to coordinate with relevant units to mobilise social funding to provide 2,650 health insurance cards to disadvantaged residents, worth more than 673 million VND (25,600 USD).

It also stepped up communications and brought in 799 new participating entities, with 1,432 labourers enrolled in compulsory social insurance.

The total number of participants in social, health and unemployment insurance schemes reached 1,338,483. Of these, 147,117 were enrolled in compulsory social insurance, equivalent to 116.2% of the provincial People’s Committee’s target and 19.7% of the labour force; 46,883 participated in voluntary social insurance, meeting 98.2% of the target and accounting for 6.3% of the workforce; and 1,291,600 were covered by health insurance, with coverage reaching 96.3% of the population, or 100.7% of the target.

Revenue from social, health and unemployment insurance exceeded 3.51 trillion VND, reaching 104.6% of the target set by the provincial People’s Committee.

Authorities approved monthly social insurance benefits for 1,944 people and lump-sum payments for 10,693 others. Each month, they also compiled beneficiary lists and disbursed pensions and monthly social insurance allowances to more than 34,000 recipients, with total payouts of 2.39 trillion VND. 

Benefits under Government Decree No. 178/2024/ND-CP dated December 31, 2024 were implemented in line with regulations for officials, civil servants, public employees and labourers during the restructuring of the local administrative apparatus.

Health insurance-covered medical costs were assessed for 1,202,106 patient visits, with total spending of 1.215 trillion VND.

The conference announced provincial People’s Committee decisions assigning targets to expand participation in social and health insurance in 2026.

The targets include raising social insurance coverage to 27.1% of the workforce, raising health insurance coverage to 98.9% of the population, and achieving 100% health insurance enrolment among students.

Speaking at the conference, Vice Chairman Tien urged departments, agencies and commune- and ward-level People’s Committees to step up leadership and direction by integrating social and health insurance targets into socio-economic development programmes and plans.

Communes and wards were instructed to cascade these targets to hamlets and residential groups and to develop implementation plans to be completed by March 31. Coordinated measures should be deployed to expand participation, with a goal of maintaining health insurance coverage above 98%.

He also called for intensified communications, adopting outreach methods suited to local conditions, enhancing the effectiveness and efficiency of state management, strengthening inspection, supervision and strict handling of violations, and advancing administrative reforms with citizens and businesses at the centre of service delivery.
