Son La focuses on resolving difficulties facing delayed, stalled projects

Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, on May 11 chaired a meeting to address difficulties facing delayed and long-stalled projects across the province.

The meeting was attended by members of the provincial Party Committee’s Standing Board, vice chairpersons of the provincial People’s Committee, and leaders of provincial departments and agencies.

Son La currently has 97 projects funded by private and state capital sources facing obstacles and implementation delays. These projects span multiple sectors, including culture, education, tourism, healthcare, national defence, border affairs, agriculture, land management, natural resources, transportation, urban development, and technical infrastructure.

As of May 6, difficulties had been resolved for 42 out of the 97 projects, while efforts are continuing to address issues affecting the remaining 55 projects.

The delayed projects are mainly attributed to administrative procedure bottlenecks, land-related issues and land leasing procedures, overlapping legal regulations, planning adjustments, prolonged site clearance, and lack of public consensus. In some cases, investors also faced financial and operational limitations, leading to slow implementation.

Concluding the meeting, Chairman Viet urged vice chairpersons of the provincial People’s Committee, along with relevant departments and agencies, to continue reviewing delayed and backlogged projects and classify them according to specific issues and handling authority.

He stressed the need to clearly identify the causes, responsibilities, and resolution roadmap for each project. Provincial agencies were also instructed to strengthen coordination and advise the provincial government on appropriate solutions for unresolved projects.

For projects still considered feasible, authorities were asked to focus resources to accelerate completion. At the same time, the province pledged to take firm action against projects with prolonged delays and those deemed no longer viable for implementation.
