Son La implements province-wide review of legal normative documents

Vice Chairman of the provincial People's Committee Dang Ngoc Hau, who heads the provincial task force for the comprehensive review of the legal normative document system, chaired a working session on June 2 with the support team for the review. The event also saw the presence of leaders of several provincial departments, agencies and sectors.

In April, the provincial People's Committee issued a decision establishing the provincial task force and assigned responsibilities to its members. To date, all 17 provincial departments and sectors have issued review plans, established their task forces, and submitted lists of members of the forces and support teams. Meanwhile, 69 out of 75 communes and wards have issued review plans; 34 have appointed members to their task forces and support teams; and 50 out of 75 have established review teams.

As the standing agency of the provincial task force, the Department of Justice has advised the provincial People's Committee on issuing an implementation plan and guidance documents for organising the comprehensive review. It has also provided detailed instructions on review procedures and circulated a list of legal normative documents drafted by provincial departments and sectors for promulgation by the provincial People's Committee and the provincial People's Council.

The department has also piloted the use of three software applications introduced by the Ministry of Science and Technology. Meanwhile, the Department of Finance issued guidance on funding, expenditure items, and spending levels for carrying out the province-wide review of the legal normative document system.

Speaking at the meeting, Vice Chairman Hau urged members of the provincial task force and support team to focus on carrying out the comprehensive review and expedite the issuance of plans and the establishment of task forces and support teams at the commune and ward levels.

He called on relevant agencies to proactively study guiding documents issued by ministries and sectors and apply artificial intelligence (AI) to the work. He also stressed the need to make effective use of allocated funding to ensure that the review is conducted in a timely and efficient manner.

The Vice Chairman emphasised the importance of close coordination among provincial departments, sectors and local authorities throughout the review process to avoid overlaps, impractical provisions and poor-quality outcomes. He requested that any difficulties or obstacles encountered during implementation be promptly compiled and reported to the task force for timely resolution.
