Attending the event were Nguyen Minh Tien, Vice Chairman of the provincial People’s Committee; Francesca Bellone, Counsellor and Head of Cooperation at the Embassy of Canada in Vietnam; and representatives of several relevant departments, agencies, and localities.
The C4G project is funded by the Government of Canada and CARE International, with a total budget of more than 16.4 billion VND (non-refundable grant aid). To implement the project, the Son La provincial People’s Committee issued Decision No. 1910/QD-UBND dated July 31, 2025 approving the aid package for project implementation, which was amended under Decision No. 32/QD-UBND dated January 6, 2026.
The project will be implemented over 33 months, through the end of March 2028, in the communes of Muong La, Chieng Lao, Muong Bu, Chieng Hoa, and Ngoc Chien. It aims to enhance the capacity of provincial partners in carrying out priorities on climate change adaptation and mitigation through forest protection and development. At the same time, it will promote effective financial mechanisms, including carbon credits, as well as those encouraging the participation of businesses and communities.
Representatives of the Embassy of Canada and CARE International in Vietnam noted that with its extensive forest coverage, including important protective forests in the northwestern region, Son La province boasts strong potential for carbon absorption and storage. They also reaffirmed their commitment to accompanying the province in building capacity, connecting resources, and sharing international experience to develop a transparent and effective carbon market.
Speaking at the event, Vice Chairman Tien expressed his sincere gratitude to the Government of Canada, the Canadian Embassy in Vietnam, and CARE for their support and partnership in the province’s development efforts.
Through the project, the province will gain additional scientific and technical foundations as well as experience to implement greenhouse gas emission reduction targets, develop a forest carbon market, and mobilise sustainable financial resources for forest protection and development, helping Son La become a pioneering locality in developing a high-quality forest carbon market in Vietnam, he said.
