Son La puts citizens, businesses at centre of reform, digital transformation

Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee, head of the Steering Committee for science and technology development, innovation, digital transformation and Project 06, and head of the provincial Data Steering Committee, on May 6 chaired a conference to review the steering committees’ performance in the first four months of 2026 and launch key tasks for the second quarter. The conference was held both in person and online, connected to commune and ward People’s Committee offices.

An overview of the conference.

During the first four months, the Steering Committee for science and technology development, innovation, digital transformation and Project 06 (Steering Committee 1287) issued many directives and annual work plans, and organised various thematic meetings to address difficulties and accelerate progress. In the field of science and technology and innovation alone, 91 tasks were implemented, all time-bound tasks were completed on schedule; major challenges were identified, and enterprise technology levels were assessed.

Digital transformation has been implemented comprehensively across its pillars. All departments, sectors, and commune-level authorities have issued their 2026 plans. Digital infrastructure has continued to improve, with 100% of communes connected by fiber optic cable, 4G coverage exceeding 98%, and over 96% of households owning smartphones. Data systems and digital platforms have received attention and are gradually forming the province’s digital ecosystem.

Speaking at the conference, the Chairman of the provincial People’s Committee requested departments and member agencies of the Steering Committee to continue implementing solutions to strengthen leadership, direction, and administration; develop plans to determine the Public Administration Reform Index (PAR Index) and measure citizen satisfaction with public administrative services in 2026. 

They were asked to intensify the review, reduction, and simplification of administrative procedures in a substantive manner; enhance the effectiveness of the one-stop-shop mechanism; and focus on increasing the on-time processing rate.

Immediately after the conference, agencies, localities, and units must develop plans to promptly address identified shortcomings, clearly define timelines, outputs, and responsibilities; shift from “following plans” to “delivering concrete results”; from “extensive reporting” to “substantive effectiveness”; and place citizens and businesses at the centre of all reform and digital transformation activities, he said.
