In April, Steering Committee 2009 issued directives to subordinate Party committees, agencies, and relevant units to implement tasks related to science and technology development, innovation, and digital transformation. The Standing Board of the provincial Party Committee directed the Party Committee Office to guide and urge commune- and ward-level Party committees to prepare documentation, establish appraisal councils, and approve information system security levels according to decentralisation. As of April 30, 2026, 58 out of 75 commune- and ward-level Party committees had approved security classification levels for information systems.
The provincial People’s Committee directed the provincial Department of Public Security to appraise and approve information system security levels for departments, agencies, and commune- and ward-level People’s Committees. To date, 100% of communes, wards, departments, and agencies have issued plans for science and technology development, innovation, and digital transformation, as well as plans for digital skills training in 2026.
The provincial People’s Committee also issued 166 new administrative procedures; amended, supplemented, and replaced 120 procedures; and abolished 51 others. Additionally, the province upgraded the Intelligent Operations Center (IOC), inaugurated the provincial Data Centre, and integrated data from agencies and units to ensure centralised, secure, and efficient data governance, initially forming a comprehensive data ecosystem for Son La province.
Speaking at the meeting, Nghiem requested that members of the provincial Steering Committee 2009 continue to thoroughly grasp and promote the orientations and policies of the 14th National Party Congress regarding science and technology development, innovation, and national digital transformation; promptly and effectively implement assigned tasks; and strengthen discipline and accountability in public service execution.
