Son La urged to accelerate reforms, remove investment bottlenecks

Inspection and Supervision Delegation No. 29 of the Party Central Committee's Politburo and  Secretariat, including Nguyen Dung Tien, Vice Chairman of the Presidential Office and deputy head of the delegation, and Le Thi My Hanh, member of the Party Central Committee’s Inspection Commission and deputy head of the delegation, held a working session with the Standing Board of the Son La provincial People’s Council and the Party Committee of the provincial People's Commitee on April 24.

The Son La side included Lo Minh Hung, Standing Deputy Secretary of the provincial Party Committee and Chairman of the People’s Council; and Nguyen Dinh Viet, Deputy Secretary of the provicnial Party Committee, and Secretary of the Party Committee and Chairman of the provincial People’s Committee; among others.

Under the two-tier local government model, the Party Committee of the provincial People’s Council has directed the consolidation of leadership positions in People’s Councils and People’s Committees at the commune and ward levels in a timely and effective manner, following administrative restructuring, helping stabilise the grassroots government apparatus.

It has also focused on guiding the provincial People’s Council to formulate its 2026–2031 term agenda and work programme; review, consider and decide on or propose adjustments to socio-economic development targets in line with a double-digit growth objective; and improve the quality of decisions on mechanisms, policies and other key local matters directly serving growth goals.

At the same time, it has steered the issuance of resolutions within its authority to gradually refine institutions and policies in science, technology and digital transformation, bringing the Party’s guidelines and the State’s laws and policies into life.

For its part, the Party Committee of the provincial People’s Committee has focused on advising the provincial Party Committee to lead and direct, in a decisive and coordinated manner, the formulation and rollout of programmes and plans to implement the resolutions of the 14th National Party Congress and the 16th provincial Party Congress, promptly translating them into targets, tasks and solutions aligned with local conditions.

The local government apparatus has been streamlined, with fewer intermediate layers and improved administrative efficiency. Functions and responsibilities across levels of administration have been more clearly delineated, enhancing proactivity and accountability at the grassroots level.

In his remarks, Tien acknowledged and commended the close coordination and serious approach of the Standing Board of the provincial People’s Council and the Party Committee of the provincial People’s Committee in preparing materials and providing sufficient documentation for inspection and supervision.

He urged both bodies to continue effectively implementing the Party Central Committee’s conclusions, directives and resolutions; review and assess the operation of the two-tier local government model; and step up administrative reform and digital transformation.

Tien also called for efforts to remove bottlenecks in public investment, improve the business and investment climate, and update growth scenarios with clear priorities and timelines, while focusing inspection and supervision on key areas to ensure effectiveness.
