At the working session, the Chieng La commune People’s Committee reported on its review of the need for temporary and dilapidated housing replacement in the locality. To date, the commune has 91 households living in such conditions that require support. It is actively mobilising donors and local residents to contribute funds and workdays to help poor households begin house construction as soon as possible.
Regarding administrative procedure reform, in the first quarter of 2026, the commune effectively reviewed, updated, and publicly disclosed administrative procedures in accordance with regulations. The communal Public Administrative Service Centre continued to be maintained, strengthened, and operated efficiently. It has effectively implemented the one-stop-shop and interlinked one-stop-shop mechanisms. A total of 386 applications were received and processed, including 380 online applications. As many as 380 were resolved on time, three overdue, and three are still being processed.
Speaking at the event, Vice Chairman Hau requested the commune to mobilise counterpart funding alongside state support to ensure that solid houses are built. He also called for a comprehensive review and the issuance of land use right certificates for households receiving support under this programme.
Regarding administrative reform, he urged the commune to continue strengthening communication efforts to encourage residents to submit applications online; promptly identify and address difficulties to improve service quality ratings on the National Public Service Portal. He also emphasised the need to promote the role of community digital technology groups in guiding residents through the process of submitting administrative procedure applications online. In addition, the commune should further accelerate the digitalisation of records and regularly update data to meet the criteria of “Accurate – Complete – Clean – Live.”
