At the event, the provincial Border Guard Command reported on the progress of drafting the detailed plan, as well as the Phase I investment in infrastructure development for the site. Accordingly, the detailed plan was approved by the provincial People’s Committee under Decision No. 715/QD-UBND dated March 25, 2026. On April 20, the provincial Department of Finance submitted a proposal to supplement the 2026 state budget expenditure estimate, allocating 1.2 billion VND (45,500 USD) to the provincial Border Guard Command.
The Command has directed its specialised units to conduct field surveys, review legal documentation, and study relevant procedures. At the same time, it has been coordinating with provincial departments, customs authorities, Chieng Khuong commune, and other relevant entities to review and prepare necessary inputs for the formulation of the detailed plan for the border gate.
Regarding the infrastructure development investment, on April 23, the Department of Finance submitted a proposal to assign an agency to prepare the pre-feasibility study reports for new projects expected to commence, using local budget resources under the 2026–2030 medium-term public investment plan. The total estimated investment is over 88.3 billion VND, with implementation scheduled from 2026 to 2028.
At the meeting, provincial departments, agencies and Chieng Khuong commune reported on progress within their respective mandates, focusing on site clearance, cost estimates and the next steps required to advance project implementation.
Addressing the working session, Vice Chairman Hau tasked the Department of Finance with coordinating with the Department of External Affairs to solicit opinions from relevant ministries and agencies, and assisting the provincial Border Guard Command in finalising the project proposal to ensure its feasibility.
The Department of Construction was instructed to support the commune and the provincial Border Guard Command in preparing the detailed plan as well as developing project dossiers related to the investment policy.
The commune People’s Committee was urged to promptly review land areas involving affected households and draft compensation and support plans accordingly.
The provincial Border Guard Command, once funding is allocated, was requested to expedite the formulation of the detailed plan, and to proactively coordinate with the Department of External Affairs in working with the National Boundary Commission under the Ministry of Foreign Affairs, striving to bring the border gate into operation by the end of 2026, he added.
