
Attending the seminar were Kayano Naoki, JICA expert and project coordinator in Vietnam; leaders from the National Agricultural Extension Centre; leaders from the provincial Department of Agriculture and Environment; representatives from the agricultural extension centres and agricultural service centres from localities such as Dien Bien, Hai Phong, Hung Yen, Hanoi, Phu Tho, Tuyen Quang, Lao Cai, Thai Nguyen, Bac Ninh, and Ninh Binh; along with representatives of cooperatives, enterprises, and outstanding farmers.
The “Strengthening Safe Crop Value Chains in Northern Vietnam” project is being implemented by the Ministry of Agriculture and Environment in cooperation with the Japan International Cooperation Agency (JICA) during the 2022-2026 period in seven northern provinces and cities, including Son La.
The project has a total budget of nearly 78 billion VND (2.96 million USD), with over 69.8 billion VND in non-refundable ODA from the Japanese government and the remainder from counterpart funding by the Vietnamese government at central and local levels. It aims to improve production capacity and market connectivity for farmers and cooperatives through technical training, support for safe value chain linkages, and brand development.
In Son La, the project has selected and supported five key cooperatives specialising in the province’s major agricultural products, including mango, banana, custard apple, chili, and safe vegetables. Pilot models have demonstrated their effectiveness and scalability, laying a solid foundation for Son La to develop a modern, sustainable, and globally integrated commodity agriculture sector.

During the seminar, delegates shared experience in production and in establishing and managing safe growing areas for fruits and vegetables. Discussions focused on the benefits of safe agricultural production, the development of safe growing zones linked to agricultural processing, and the challenges of organic and safe production. Various solutions were proposed to promote regional-scale production that meets safety standards.
