Son La focuses on building digital society

Digital society is one of the three pillars of the national digital transformation programme, along with digital government and digital economy. Recognising that importance, all-level authorities and localities in Son La province have synchronously deployed many solutions to promote digital society building activities with many positive results.

Creating a foundation for building digital infrastructure to serve the development of a digital society, Son La province has coordinated with telecommunications units to speed up coverage of fiber optic and broadband mobile networks; rapidly increase the proportion of people using the Internet, especially in remote areas and areas with particularly difficult socio-economic conditions.

Now all communes have fiber optic broadband infrastructure and 4G mobile broadband coverage. About 98.5% of villages are covered by 4G mobile broadband while the proportion of the population covered by 4G reaches 94.8%. Nearly 60% of mobile service subscribers have smartphones and 39% of households have fiber optic subscriptions. The rate of Internet users in the whole province is estimated at 46.3%. Son La has promoted the application of non-cash payment platforms for agencies, units, organisations, businesses and people. The province now has 706,105 people with transaction accounts at banks and other units, with 79.5% of them aged 15 and older.

Currently, all establishments and schools have used non-cash payment methods. Tourism and catering service providers actively encourage people and tourists to make non-cash payments. They also use QR codes to encourage tourists to make electronic payments. Social policy beneficiaries and people with meritorious services have been encouraged to open bank accounts to receive monthly benefits. Up to now, 7,898 policy beneficiaries have opened an account.

Management and teaching activities at schools and educational establishments in the province continue to receive attention, with the application of digital technology. The education sector has proposed to build smart school models while 100% of schools have applied digital technology in teaching and management activities. Management of medical examination and treatment on cyberspace, electronic medical records and online payments at medical facilities are being urgently implemented, creating favourable conditions for residents. The proportion of the population with electronic health records has reached 30.1%, contributing to effectively implementing the goal of building a smart hospital model project.

In the process of digital society building, 2,990 "community digital transformation" groups have played an important role with more than 15,000 members actively disseminating the policy of digital transformation, guiding residents to install and use digital platforms and digital technology, and improve digital skills. They have actively encouraged people to participate in and respond to the use of new services and products to serve cashless and electronic payments (especially in markets and supermarkets). They have also guided residents to install electronic payment applications such as VnelD, Son La Smart City, and electronic payment wallets.

The results achieved in digital society building in the province have created an important premise in developing digital government and digital economy, contributing to improving effectiveness and efficiency of state management and socio-economic development, serving people and businesses, towards a transparent and modern administration.
