Mai Son district has piloted the two-level local government model in eight communes: Mai Son, Chieng Mai, Phieng Pan, Chieng Mung, Phieng Cam, Muong Chanh, Ta Hoc, and Chieng Sung. Working groups have been set up to guide and monitor the activities of local Party Committees, People's Councils, People’s Committees, and Vietnam Fatherland Front Committees. Personnel appointments, office arrangements, and political infrastructure have been basically in place.

To date, trial operations have been completed for key political and administrative functions, including meetings of the Party Committee and its standing board, People’s Council sessions, People’s Committee meetings, professional briefings, and the processing of administrative procedures at commune-level Public Administration Centres.

They also urged support in resolving issues related to planning, finance, investment, and public assets for the newly formed communes.

Hung asked the newly established communes to promptly address facility-related difficulties, complete office infrastructure, stabilise work environments, develop internal regulations, and assign tasks appropriately. He also emphasised the importance of building a responsible, well-prepared team of officials and civil servants to ensure the effective operation of the two-level local government model.
