Deputy PM works with provincial Party Committee’s Standing Board

Deputy Prime Minister Bui Thanh Son on November 18 held a working session with the Standing Board of the provincial Party Committee regarding socio-economic development, public investment, import-export activities, social housing construction, implementation of national target programs, and the two-level local administration model.

Attending the working session were Hoang Van Nghiem, Secretary of the provincial Party Committee and head of the provincial Delegation of National Assembly Deputies; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; members of the Standing Board of the provincial Party Committee; provincial People’s Committee leaders; and representatives of the province’s departments, agencies, and sectors.

In the first ten months of 2025, Son La’s economic structure showed positive shifts. The province’s gross regional domestic product at comparable prices reached 27.1 trillion VND (1.03 million USD), an increase of 6.2% over the same period last year; the value of exported goods hit 172.1 million USD, up 11.6% year-on-year. Local budget revenue reached 4.56 trillion VND, equivalent to 110% of the central government’s estimate and 123.4% compared to the same period last year.

As of November 13, 2025, 3,563 billion VND had been disbursed, equivalent to 47.8% of the plan assigned by the Prime Minister. The province continued to support and attract investment, reviewing and resolving difficulties and obstacles in project implementation. Throughout the province, 30 projects were approved with a registered capital of 12.66 trillion VND, three times the number of projects and more than 37 times the registered capital compared to the same period in 2024.

In implementing the two-level local administration model, Son La province has consolidated 200 commune-level administrative units into 75 units. The arrangement of office locations and public assets ensures efficient use. The province has directed commune-level People’s Committees to allocate and distribute staff to maximally support the public in performing administrative procedures. Regular expenditure budgets have been supplemented for communes and wards to initially meet the operational needs after the restructuring.

To achieve the socio-economic development targets for 2025 and lay a foundation for the next period, Son La province has asked the Government, the Prime Minister, and central ministries and agencies to submit to the National Assembly for approval of national target programmes for 2026–2030; allocate approximately 4.48 trillion VND of central budget funds to upgrade the Hoa Binh – Moc Chau expressway to four lanes; assign the province as the lead agency to invest in the Moc Chau – Son La expressway; and propose transferring certain transmission line and substation projects from socialised investment to state investment.

The province has also requested the Government to supplement more than 570 billion VND to complete school projects in border communes; prioritise investment in digital infrastructure and 4G coverage in nine remaining “no-signal” villages; promptly issue regulations on commune-level job positions; and complete public housing policies for officials rotated after implementing the two-level administration model.

Speaking at the working session, Deputy Prime Minister Son acknowledged and highly appreciated Son La province’s efforts and comprehensive results in recent times, which have not only contributed significantly to the country’s overall growth but also affirmed the province’s political determination and correct

The Deputy PM suggested that the province continue to leverage its advantages and potential; urgently complete programmes, mechanisms, policies, and key proposals in line with the orientation of the draft documents for the 14th National Party Congress.

It is necessary to focus on key growth drivers such as processing industries, services, and tourism linked with the preservation of ethnic cultures; continue removing bottlenecks in growth and ensure determination in public investment disbursement; accelerate budget revenue collection and implement key projects in the locality.

He also urged ensuring national defence, security, and social order; strengthening foreign relations with Laos while maintaining border stability. He emphasised the need to review and consolidate the two-level local government model; and invest in infrastructure for commune-level authorities, especially applying information technology to meet practical requirements.

On behalf of the local authorities, Nghiem sincerely thanked Deputy Prime Minister Son and the working delegation for their attention and direct guidance in resolving difficulties in implementing socio-economic development tasks.

He said the Standing Board of the provincial Party Committee seriously acknowledged the Deputy Prime Minister’s guidance and the delegation members’ opinions to continue leading and directing the implementation of socio-economic development objectives and public investment plans for 2025, striving to achieve 8% growth. They will ensure people’s livelihood, concretise and effectively implement the seven newly issued central resolutions, and focus on consolidating the commune-level staff and civil servants, striving to ensure the two-level local government apparatus operates smoothly and efficiently.
