Extra efforts needed to accelerate progress of Hoa Binh-Moc Chau expressway project

Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee Nguyen Dinh Viet, who is head of the Steering Committee for the construction of the Hoa Binh - Moc Chau expressway section through Son La province, chaired a meeting of the Steering Committee on December 31 to assess the project's progress in 2025 and put forward key tasks for 2026.

Attending the meeting were Nguyen Minh Tien, Vice Chairman of the provincial People's Committee, deputy head of the Steering Committee; Dao Tai Tue, Director of the provincial Department of Construction; members of the Steering Committee; and contractors and project supervision consultants.

This is a key project with strategic significance for the socio-economic development of the locality and the broader northwestern region. The section has a total length of 32.3 km, with a total investment of 4.44 trillion VND (168.81 million USD), mobilised from the central and provincial budgets. The project is scheduled to be implemented from 2023 to 2028.

To date, the investor of the land clearance component and the local authorities have handed over land covering 26.42 km to the investor of Component 3 and the construction contractors. Regarding construction progress, the contractors have mobilised machinery and personnel to carry out construction on-site, and are planned to complete the project in 2028.

At the meeting, delegates focused their discussions on the progress of land handover for each section and area; remaining obstacles; difficulties in resettlement arrangements, waste disposal sites, and construction material exploitation. They also proposed specific, feasible, and legally compliant solutions; construction progress, capacity, and responsibility of contractors; and discussed investment in expanding the Hoa Binh - Moc Chau section from two lanes to four lanes as well as in the construction of the Moc Chau - Son La - Dien Bien expressway section.

In his concluding remarks, Chairman of the provincial People's Committee Viet requested relevant departments, agencies, localities, and units to continue to identify the construction of the expressway, specifically the section through the province, as a key political task, requiring high concentration, decisive action, and effective results, with  no delays due to subjective reasons. He urged regularly reviewing and assessing progress, proactively coordinating with the investors and localities to solve obstacles according to assigned functions and tasks, strengthening the role and responsibility of leaders in land clearance and resettlement, and proactively disseminating information and mobilising local people to create consensus.

For the investors and contractors, it is necessary to review the construction organisation plan; strengthen manpower and equipment, and proceed with construction as soon as land is available; closely coordinate with local authorities in land clearance; and ensure safety, quality, and project progress. Viet emphasised the need to review and balance local capital allocation to advise the provincial People's Committee to report to the Ministry of Finance and the Prime Minister for consideration of central budget support for Son La to expand the Hoa Binh - Moc Chau expressway section from two to four lanes.

Regarding the investment plan for the Moc Chau - Son La - Dien Bien expressway section, the Chairman of the provincial People's Committee requested relevant departments, agencies, and localities to review the necessity of investment, assess socio-economic effectiveness, the ability to balance capital sources, and methods of mobilisation. He urged researching and carrying out subsequent tasks related to investment project planning, and site preparation, aiming for a ground-breaking ceremony on May 19, 2026.
