Delegates reviewed the revolutionary life of To Hieu, who was born in 1912, in Xuan Cau village, Nghia Tru commune, Van Giang district, Hung Yen province. He was the youngest child in a poor Confucian family, part of the patriotic To clan, with many generations of scholars in Hung Yen province.
Following the patriotic tradition of his family, clan, and homeland, when he was only 14 years old, To Hieu participated in the school strike movements and a mourning event for the death of Phan Chau Trinh, so he was expelled from the colonial school. The 32-year-old hero had 18 years engaging in revolutionary activities, with many years kept in prisons, including Son La Prison, where he died.
At the Memorial House for To Hieu, the leaders expressed their respect for and deep gratitude to the merits of the revolutionary and martyr. Showing their determination to promote the indomitable heroic tradition of the previous generations, the Party Organisations, authorities and people in Son La and Hung Yen provinces pledged to strive to study and work to further develop their homelands and the country; well implement the guidelines and policies of the Party and State towards war invalids, sick soldiers, families of martyrs, and people who rendered service to the revolution; and continue the nation’s tradition of "When drinking water, remember its source".
