During the historic Dien Bien Phu Campaign in 1954, Pha Din Pass was the place marking the footprints of thousands of frontline conscripted labourers who worked day and night to open roads and transport food, weapons, and ammunition to support the battlefield. With its great historical values, in 2020 the pass was recognised by the Ministry of Culture, Sports and Tourism as a national relic site. The Standing Board of the Son La provincial Party Committee has directed an overall review of the Pha Din Pass area in Son La territory and issued a policy to implement the planning of the Pha Din Pass cultural and historical site in Thuan Chau district.
Thuan Chau district started construction of the Martyrs' Memorial at the Pha Din Pass cultural and historical site in Ai Khom hamlet, Muong E commune on December 28, 2023, and its first phase has now been completed.
Speaking at the inauguration ceremony, Chairman of the provincial People's Committee Hoang Quoc Khanh praised the Party Organisation, authorities and people of Thuan Chau district for proactively implementing and completing the project on the occasion of the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - 2024) and the 65th anniversary of the day when Uncle Ho and a Government delegation visited and talked with the northwestern region’s ethnic people in Son La (May 7, 1959 - 2024).
The Chairman of the provincial People's Committee requested all-level Party committees and authorities, and people of Son La province and Thuan Chau district to manage, preserve and promote the value of the work effectively so that it becomes a red address for educating revolutionary traditions and patriotism, an attractive and friendly tourist destination for tourists inside and outside the province. The site management board will soon develop rules and regulations to protect, manage and promote the memorial’s value while mobilising resources to implement the items for the second phase. It will promote communications to encourage people in the Pha Din Pass area in Muong E commune to shift to appropriate economic development models associated with promoting the historical, tourist and spiritual values of the memorial, in order to improve local people's lives.
On this occasion, the provincial People's Committee presented the certificates of merit to three collectives and five individuals and the district People's Committee awarded the certificates of merit to five collectives and 10 individuals with achievements in the construction of the Martyrs' Memorial.
At the inauguration ceremony, organisations, units, businesses and individuals continued to donate cash and kind to build the second phase of the Martyrs' Memorial.
