The meeting brought together project investors and representatives of provincial departments and agencies, and was linked online to 13 border communes across the province.
It was reported that as of December 24, compensation and site clearance for school construction were broadly on schedule. All 13 communes have completed cadastral surveys, map compilation and documentation, boundary demarcation, draft land valuation certificates, and on-site asset measurement and inventory, and have issued land recovery plans.
Design dossiers for all 13 projects are being finalised for submission to the provincial Department of Construction for appraisal, while contractor selection plans have been approved and consultancy appointments made for post-basic design work. Five projects have already disbursed and settled a total of about 293 billion VND (11.13 million USD), according to the report.

At the meeting, units reported difficulties to provincial authorities, including land area expansions at some projects that require adjustments to approved master plans, additional surveys and compensation for the enlarged sites, and the relocation of power lines - factors that have delayed site handover and construction relative to the original schedule. Site leveling and foundation excavation at several projects have also been hindered by challenging terrain and geological conditions.

Speaking at the meeting, Tien asked project investors and design consultants to swiftly complete detailed construction designs following the basic design, submit them for appraisal and approval, and proceed with contractor selection, rolling out eligible components and bid packages in line with regulations. He also called for a focus on completing all site-clearance procedures.
The Department of Construction was tasked with working with investors to review project components, step up inspections, and ensure contractors strictly comply with regulations on workplace safety and environmental sanitation. He stressed the need to boost manpower and equipment, extend working hours and add shifts to keep construction on schedule.
