Provincial Party leaders meet with ward Party Committees

The Standing Board of the provincial Party Committee held a working session on November 23 with the Party Committees of Thao Nguyen, Moc Chau, Moc Son, and Van Son wards.

Attending and chairing the meeting were Secretary of the provincial Party Committee and head of the province’s delegation of National Assembly deputies Hoang Van Nghiem; Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Nguyen Dinh Viet; members of the Standing Board; and ward officials, among others.

As the core growth engine of the province, the wards of Thao Nguyen, Moc Chau, Moc Son, and Van Son play a central role in implementing key breakthroughs and priority tasks for the 2025–2030 period.

Key projects directly affecting the wards include the construction of the CT03 expressway (Hanoi–Hoa Binh–Son La–Dien Bien) and the development of the southeastern urban zone linked to the Moc Chau National Tourism Area.

Other initiatives involve establishing the Long Sap border gate economic zone to form an economic corridor connecting Son La with northern Laos, developing the Son La high-tech agricultural zone, and expanding the Moc Chau national tourism area with distinctive offerings aimed at becoming a leading destination in the northern midlands and mountains.

They also include transforming the Moc Chau plateau and surrounding areas into a regional hub for agricultural processing and tourism, and building a digital administration supported by digital public services and smart-city solutions.

After shifting to the two-tier local government model, the Party Committees and authorities in the wards have stabilised their organisational structures while carrying out socio-economic development tasks, ensuring national defence and security, strengthening Party building, and consolidating the political system, achieving a number of notable results.

At the meeting, the ward Party officials reported on socio-economic development since the new local government model was implemented, and outlined key tasks for the final months of 2025.

They also highlighted obstacles in executing responsibilities, calling on the provincial authorities to prioritise funding for urban and socio-economic infrastructure development; allocate capital in the 2026–2030 medium-term public investment plan for key projects; prioritise investment in regional transport links, tourism connectivity, and planned flagship projects; provide guidance and resolve issues in investment promotion, land clearance, and project implementation; boost communications and promotion of the Moc Chau national tourism area; and enhance the capacity of civil servants and officials.

Speaking at the meeting, Nghiem urged ward Party Committees and authorities to build on existing achievements and effectively implement resolutions from Party congresses at all levels.

He requested a focus on high-tech and organic agriculture; improving the quality of key agricultural products along value chains linked to brand development, protection, and promotion; and coordinating the establishment of the Son La high-tech agricultural zone. He also emphasised strengthening leadership and oversight in land management, urban order, and urban planning, while prioritising land clearance to accelerate the implementation of key local projects.

Tourism development should be professional, branded, and strategically focused, leveraging the wards’ potential in combination with digital technology applications, he said.

He called for accelerating the disbursement of public investment funds and close coordination with provincial departments in the implementation of the Hoa Binh–Moc Chau expressway.

The provincial leader stressed sound budget management, with a focus on revenue-boosting measures; reviewing, drafting, and adjusting local plans in line with regulations and practical needs; and making full use of existing facilities.

Personnel should continue to be assigned according to capability and expertise, while IT applications and digital transformation in government operations should be strengthened, he added.

He also noted effective coordination between the wards and provincial departments to exchange technical expertise, resolve emerging issues, and propose appropriate policies and mechanisms.

Nghiem also asked Thao Nguyen ward to continue focusing on high-tech and organic agriculture, sustainable forestry, and the application of science and technology in the production, processing, and marketing of signature products.

Moc Chau ward should coordinate with other wards to speed up the implementation of the urban main-arterial road project, he said. 

Moc Son ward was urged to continue leveraging key tourism sites linked to tangible and intangible cultural heritage, while Van Son ward was instructed to concentrate on developing industrial clusters, boost investment attraction, and actively coordinate to support investors in project implementation.
