Provincial People’s Committee works with Ministry of Justice’s legal document inspection delegation

Vice Chairman of the Son La provincial People’s Committee Dang Ngoc Hau on November 14 worked with a legal document inspection delegation of the Ministry of Justice led by Ho Quang Huy, Director of the Department of Examination of Legal Normative Documents and Management of Administrative Penalties.

At the meeting, the inspection delegation presented a list of documents issued by the provincial People’s Council and People’s Committee during 2012-2025 period that contain provisions inconsistent with current laws. These include Resolution No. 142/2020/NQ-HDND dated October 30, 2020 on expenditure levels for scientific-technological initiatives, contests, and creativity competitions in the province; Resolution No. 42/2022/NQ-HDND dated August 31, 2022 on reward and support policies for collectives and individuals with outstanding performance in population work.

Also included are Decision No. 08/2021/QD-UBND on decentralising organisational management in administrative agencies and public service units; Decision No. 03/2024/QD-UBND on emulation and commendation; Decision No. 07/2012/QD-UBND on the management of visiting lecturers at training institutions; Decision No. 51/2025/QD-UBND on extra teaching and learning; Decision No. 106/2025/QD-UBND detailing certain articles of the 2024 Land Law; Decision No. 107/2025/QD-UBND amending and supplementing regulations on implementing the Law on Environmental Protection, among others.

Based on the explanations from provincial departments and sectors, the inspection delegation assessed that the province’s system of legal documents is relatively complete and meets practical needs. The delegation recommended that the provincial People’s Committee and departments strengthen awareness and responsibility in drafting and issuing documents, strictly comply with procedural regulations, and coordinate closely with appraisal and verification agencies to ensure legal grounds, authority, and consistency.

Departments must provide full explanations of legal bases, objectives, content, and feasibility when advising on documents; regularly update and review newly issued regulations and promptly address those that fail to meet quality requirements. At the same time, they should improve document appraisal and issuance processes to enhance the quality, effectiveness, and efficiency of state management.

Speaking at the meeting, Vice Chairman Hau acknowledged the delegation’s comments and requested relevant agencies to coordinate closely, review and address shortcomings, and ensure the province’s document system complies with legal regulations, thus contributing to improved state management and socio-economic development.
