Quynh Nhai is home to six ethnic groups, with over 95% of the population being ethnic minorities. Over the past five years, the district has synchronously implemented programmes, projects, and policies on socio-economic development in ethnic minority-inhabited areas; policies on hunger eradication and poverty reduction, ensuring social security associated with prioritising investment resources for building rural infrastructure, improving livelihoods and improving local people’s quality of life.
In the five-year period, nine infrastructure upgrading projects have been completed to help stabilise people’s lives in the Son La hydroelectric plant resettlement area, along with 141 projects on socio-economic development and infrastructure investment with a total cost of more than 377 billion VND (14.82 million USD).
The district has actively taken solutions to attract investment in developing agriculture, medicinal herbs, and reservoir-based tourism. To date, all 11 communes of the district have asphalted roads to their centre. Seven out of 11 communes have been recognised as a new-style rural area, and two communes have met advanced new-style rural standards. The poverty rate is currently only 4.6%.
In the spirit of "Quynh Nhai district's ethnic groups promote solidarity, innovation, creativeness, and tap advantages and potential for integration and sustainable development", the congress has set a number of targets by 2029, including the poverty rate of below 2%; 100% of households having access to hygienic water; all communes with solid and semi-solid classrooms, enough houses for teachers and boarding houses for students.
Up to 90% of villages and hamlets and 80% of communes are expected to meet and basically meet the "4 nos" standard on drugs; while all communes will meet new-style rural standards by 2024 and Quynh Nhai will become a new-style rural district by 2025.
The congress selected 12 official delegates to attend the 4th Congress of Ethnic Minorities in Son La province in 2024.
On this occasion, the Chairperson of the provincial People's Committee awarded the certificates of merit to three individuals; and the provincial Committee of Ethnic Minority Affairs presented the certificates of merit to five individuals. The Chairperson of the district People's Committee awarded the certificates of merit to eight collectives and 22 individuals with many achievements in implementing ethnic minority policies in the 2019-2024 period.
