Site clearance for Hoa Binh – Moc Chau Expressway project accelerated

Vice Chairman of the provincial People's Committee Dang Ngoc Hau on October 11 conducted a field inspection and chaired a working session with provincial departments, agencies, and the People’s Committees of Van Ho and To Mua communes regarding the site clearance progress of the Hoa Binh – Moc Chau Expressway project.

The working delegation surveyed three proposed resettlement sites, including Ui hamlet (Van Ho commune), and Pang and Na Cha hamlets (To Mua commune). At present, construction units are mobilising machinery and equipment to begin building resettlement areas.

The expressway section passing through Son La province stretches approximately 32.3 km, running through Van Ho commune, To Mua commune, and Van Son ward. The project will impact 760 households, including 72 requiring resettlement, and involves the acquisition of about 318.3 hectares of land. The provincial Land Fund Development Centre has coordinated with localities to carry out land inventory, assessment of assets, trees, and crops, and has prepared compensation plans and made payments to affected households.

At the meeting, representatives of departments and localities reported on the progress of site clearance, land, natural resources, and environmental issues. They also highlighted challenges, particularly with community forest land and forest land allocated to households, and proposed that the provincial People’s Committee offer guidance on resolving these issues.

In his concluding remarks, Hau urged all units and local authorities to focus intensively on accelerating the site clearance, aiming to hand over land to the project investor by October 30.

He asked the Department of Agriculture and Environment to direct the Forest Protection Department to supervise and expedite the relocation of trees and assets according to approved plans.

The Department of Construction is to monitor and report daily progress at the resettlement sites and advise the People’s Committee to issue official directives urging contractors to stay on schedule.

The Department of Finance will continue to guide the Project Management Unit on asset auction procedures, while the Land Fund Development Centre is to promptly address concerns from relevant units and ensure compensation rates are applied correctly in accordance with regulations, safeguarding the legitimate rights and interests of affected residents.
