In line with Notice No. 81-KL/TW dated July 18, 2025, issued by the Politburo regarding the policy on building schools in border communes, Son La province is mobilising resources to invest in the construction of primary-secondary boarding schools in all 13 designated communes.
According to reports presented at the meeting, five communes have adjusted school construction locations; 10 have completed or are finalising adjustments to their general urban or rural planning; nine have finalised master plans for construction sites; and four are still refining their site plans.
Regarding land Survey and measurement, nine communes have completed cadastral surveying, and one is in the field measurement stage.
In terms of land valuation, 10 communes have completed land investigation and data collection, while 11 others have finished measuring and documenting on-site assets.

During the meeting, delegates discussed specific work progress and proposed solutions to overcome implementation challenges, particularly regarding site clearance, land valuation for compensation, and resettlement arrangements for affected households.

In his concluding remarks, Viet emphasised that the construction of these primary-secondary boarding schools is a politically significant and high-priority mission. He urged all departments and localities to proactively coordinate and take full responsibility for implementation.
Localities need to clearly identify school locations, prioritising central areas with convenient transportation, aligned with local infrastructure and development planning. Ensure construction sites are safe from natural disasters, especially floods and landslides, he said.
The Department of Construction was tasked with coordinating relevant units to develop the investment projects in compliance with the Public Investment Law, and to establish a central project management board to monitor progress and address challenges promptly.
Departments must review and prioritize policies, procedures, and mechanisms, especially those related to land clearance and compensation, to ensure projects are implemented on schedule and with high quality.
