Son La city conducts pilot operation of To Hieu ward's Public Administrative Service Centre

Son La city organised the pilot operation of the To Hieu ward Public Administrative Service Centre on June 23.

Attending the event were Ha Trung Chien, member of the provincial Party Committee’s Standing Board, Secretary of the city Party Committee, and Chairman of the city People's Council; leaders of the Department of Science and Technology; officials, civil servants, and public employees from various provincial departments and agencies; and staff expected to be assigned to public service centres in newly established wards within the city.

Leaders of provincial departments and city authorities tour the To Hieu ward Public Administrative Service Centre.

The centre is located at the city’s reception and result delivery division inside the city Political Centre building. The facility is fully equipped to support the pilot operation and administrative procedure processing. The modern and spacious centre has 13 dedicated staff members handling administrative procedures via a digital platform.

A simulated scenario demonstrates centre staff welcoming and guiding citizens in administrative procedure processing.

During the trial, the centre simulated a variety of essential administrative procedures, including issuing construction permits; granting land use right certificates for the first time; granting marriage registration certificates; and issuing business licences.

Delegates observe the trial processing of land-related administrative procedures.

The pilot process for receiving, transferring, and delivering results followed five steps: welcoming and guiding citizens to the appropriate service area based on the type of procedure; preparing administrative procedure documents; receiving applications; transferring applications to the competent authority; processing the administrative procedure; and returning results to organisations and citizens.

The pilot operation aims to evaluate the centre’s performance and staff capacity; test the system’s operational stability; refine the service model; and identify necessary adjustments or additions before the official launch.
