Son La focuses on building schools in 13 border communes

Trang Thi Xuan, member of the provincial Party Committee’s Standing Board and Permanent Vice Chairwoman of the provincial People's Committee, on September 26 chaired a meeting to implement the investment plan for constructing primary – secondary boarding schools in border communes.

Attending the meeting were Vice Chairmen of the provincial People's Committee Dang Ngoc Hau and Nguyen Minh Tien, along with leaders from relevant departments and agencies. The meeting was held online with participation from all 13 border communes in the province.

In line with Conclusion No. 81-KL/TW of the Politburo on the policy of investing in building schools in border communes, Son La province has conducted inspections, reviews, and site surveys for the construction of integrated boarding schools in 13 border communes. The list of proposed schools for 2025 investment, with completion by 2026, has been submitted to the Ministry of Education and Training for confirmation.

As part of this plan, adjustments include changing the project in Phieng Pan commune from renovation to new construction, and increasing the total capital requirement for the 13 projects from 2,756 billion VND to 2,812 billion VND (106.5 million USD).

To date, six communes have completed the approval of partial planning adjustments, as well as the investigation, surveying, measuring, asset valuation, and identification of land to be recovered. The compensation, support, and resettlement plans are currently being developed, publicly posted, and sample school designs have been distributed to localities as a reference for implementation.

At the meeting, representatives from the border communes and various departments raised several difficulties and obstacles, such as the lack of official investment policy decisions, funding allocations, and the ability to balance the required funds, which means that commune-level authorities and project owners do not yet have a legal basis to proceed with project procedures. Some commune planning schemes have also expired, making them legally unusable for further adjustments.

In her concluding remarks, Xuan requested that the communes coordinate closely with the Department of Construction to finalise school construction sites; prioritise land clearance work; and choose school design templates suited to local conditions.

The Department of Finance was urged to promptly assign project owners in accordance with regulations and propose total investment levels. Relevant departments and agencies were instructed to actively coordinate with localities to promptly resolve any difficulties or issues arising during the implementation process.
