
Attending the meeting were Lo Minh Hung, Standing Deputy Secretary of the provincial Party Committee; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee, Chairman of the Provincial People's Committee, and head of the provincial Delegation to the National Assembly; Trang Thi Xuan, member of the provincial Party Committee’s Standing Board and Standing Vice Chairwoman of the provincial People’s Committee; among others.
Since the beginning of the year, the province has experienced multiple bouts of heavy rain and thunderstorms, causing significant human and property losses. Particularly, the impacts of Storm Wipha brought prolonged heavy rains, flash floods, and landslides in many localities, resulting in great damage to human lives and assets of both the residents and the State.

Between July 19 and 27, natural disasters caused severe damage across the province, with one death and one missing person; 324 houses damaged; over 112 hectares of rice fields, 18 hectares of fruit trees and other crops affected; 90 livestock and 2,560 poultry swept away. Numerous roads, irrigation systems, schools, power and water supply systems, and communication infrastructure were heavily damaged, with estimated losses exceeding 104.6 billion VND (3.99 million USD).

Immediately after the floods, provincial leaders conducted on-site inspections and directed relevant forces and departments to promptly carry out search and rescue operations. They visited and supported families with deceased or missing members, provided temporary shelters for those who lost their homes, and delivered food, essential supplies, and medical care for injured residents. Resources were mobilised to address landslides and flooding, as well as restore safe transportation, power, and communications.
During the working session, delegates focused on discussing and proposing both immediate and long-term solutions for flood recovery. These include housing support for families whose homes were destroyed; restoration of agricultural production in affected areas; damage assessment and documentation to serve as a basis for financial aid according to regulations; and ensuring environmental sanitation after the floods.
Secretary of the provincial Party Committee Khanh requested the provincial People's Committee to declare a state of emergency due to the disaster; urgently deliver food, supplies, and essential equipment to affected communities; and support households with housing damage. He called for rapid mobilisation of manpower and materials to restore transportation, power, water, and communications.
Departments and agencies must deploy forces to be on standby for emergency flood scenarios. Local communes are required to establish and strengthen the Civil Defence Command Committees, maintain continuous monitoring, and promptly disseminate flood forecasts to help residents proactively prevent and minimise potential damage.
