Attending the meeting were Vice Chairman of the provincial People’s Committee Nguyen Minh Tien, along with leaders of relevant departments, agencies, and units. The meeting was held both in person and online, connecting to the People’s Committees of 13 border communes where the projects are being implemented.
In accordance with the Politburo’s Conclusion No. 81-KL/TW dated July 18, 2025 on the policy of investing in building schools for border communes, Son La province is concentrating its resources on building combined primary-secondary boarding schools in 13 border communes.
As of November 6, all 13 communes have completed land-use planning, cadastral measurements, and verification of land origins. Compensation plans have been prepared for 12 out of 13 school sites, and seven have obtained environmental permits. To date, construction has commenced at 12 schools, with the remaining in Long Sap commune scheduled to break ground on November 9.
Speaking at the meeting, Viet requested departments, agencies, commune People’s Committees, and investors continue to accelerate compensation and site clearance in accordance with regulations. He urged relevant units to research and advise on implementing the projects under a design-build approach, following streamlined procedures while still complying with legal requirements.
Investors were asked to coordinate with relevant sectors to review and adjust basic design plans and total investment estimates to match the projects’ scale and essential school facilities. They were also instructed to propose specific measures to balance or supplement total investment levels suitable to the actual conditions of each commune.
The provincial chairman directed the establishment of a construction command to directly oversee, report on progress, and promptly address any issues arising during implementation. Departments, agencies, related units, and commune authorities were called upon to uphold a strong sense of responsibility and determination in building these significant projects, which will help improve education quality, provide learning and boarding opportunities for students in border areas, and contribute to strengthening security and sustainable development in the border areas.
