Son La reviews, develops plans for National Target Programme for 2026-2030 in Yen Chau communes

Vice Chairman of the provincial People’s Committee Dang Ngoc Hau on December 31 chaired a conference to review and develop plans for the National Target Programme (NTP) for the 2026-2030 period, as well as to assess administrative reform efforts and the programme to eliminate temporary and dilapidated houses in Yen Chau area’s communes.

At the meeting, representatives from Yen Chau communes reported on the progress of drafting proposals for the NTP 2026-2030. The communes conducted assessments of actual local needs and prepared proposed project lists under the National Target Programme for socio-economic development in ethnic minority and mountainous areas. Key priorities include essential infrastructure investment, support for sustainable livelihoods, income growth, and improvement of both the material and spiritual well-being of residents.

Regarding administrative reform, the communes focused on streamlining organisational structures, improving the quality of civil servants, promoting the application of information technology in administrative procedures, enhancing transparency, and reducing processing times for individuals and organisations.

For the programme to eliminate temporary and dilapidated housing, the communes actively reviewed and compiled lists of households in need of support, while mobilising and integrating resources from the state budget, relevant programmes and projects, as well as contributions from the community and enterprises. As a result, many poor and near-poor households have gradually improved their housing conditions and stabilised their livelihoods.

Based on feedback and recommendations from localities, provincial departments provided guidance to the communes on drafting proposals for the NTP 2026-2030. Discussions also addressed the management and use of public investment funds, budget allocation, responses to citizens’ petitions, and the implementation of social welfare policies in the area.

In his concluding remarks, Vice Chairman Hau urged local authorities to continue reviewing actual needs, outline priority projects in the lists, and clearly define objectives and key tasks. He emphasised that proposals for the NTP 2026-2030 should be practical and focused, avoiding scattered approaches, and targeting areas with direct impact on residents’ lives.

Special attention should be given to implementing the programme to eliminate temporary and dilapidated housing according to the province’s plan. Localities are encouraged to proactively mobilise and integrate resources, monitor implementation progress, and ensure proper disbursement and payment in compliance with regulations, targeting the right beneficiaries and ensuring project quality.

The Vice Chairman also called for the promotion of online public services, strengthening the accountability of leaders, enhancing administrative discipline, and using citizen satisfaction as a key measure of service quality.

Prior to the conference, Hau and his working delegation surveyed several projects and constructions in Yen Son, Phieng Khoai, and Yen Chau communes.
