Vietnam General Confederation of Labour delegation visits Son La province

A delegation from the Vietnam General Confederation of Labour (VGCL) led by Permanent Vice President Thai Thu Xuong on August 13 paid a working visit to Son La province on the leadership and direction of member development and the establishment of grassroots-level trade unions in 2024.

Attending the meeting were Lo Minh Hung, Permanent Deputy Secretary of the provincial Party Committee; leaders of the Organisation and Mass Mobilisation Boards of the provincial Party Committee and the provincial Confederation of Labour.

Implementing Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovating the organisation and operation of the Vietnam Trade Union in the new situation", the Standing Board of the provincial Confederation of Labour has coordinated with the provincial Party Committee's Mass Mobilisation Board to advise the provincial Party Committee's Standing Board to issue a plan to lead and direct the consolidation and building of strong grassroots-level trade unions, and Resolution No. 19-NQ/TU dated November 25, 2021 on Party development in non-state enterprises and cooperatives in the 2021-2025 period.

Currently, the whole province has over 75,000 workers, civil servants, and employees in the payroll, including 40,026 officials, civil servants, public employees, and part-time employees working in Party and State agencies, mass organisations, education and health sectors, and nearly 33,000 workers in enterprises.

The province has 17 trade unions at the grassroots level, including 12 district and city labour federations and five trade unions of sectors. There are 1,263 grassroots-level trade unions, with a total of 50,398 members. By 2025, 60% of enterprises with 15 or more employees and 90% of companies with 25 or more employees will establish grassroots-level trade unions. About 65% of enterprises with 15 or more employees and 100% of businesses with 25 or more employees will have trade unions by 2030.

In 2024, the VGCL assigned the provincial Confederation of Labour to develop 2,750 members, including 250 in the informal sector, and establish three trade unions in enterprises. Since the beginning of this year, the provincial confederation has established working groups to disseminate the development of new members and the establishment of grassroots-level trade unions. By August 1, the province had developed 1,268 new trade union members; and established 13 grassroots-level trade unions, with 673 members, including 378 in the informal sector; and four trade unions in enterprises.

VGCL Permanent Vice President Thai Thu Xuong asked the Standing Board of the Provincial Party Committee to continue to lead and direct the work of developing union members and establishing grassroots-level trade unions in the locality.

It must direct state management agencies to strengthen inspection and examination and strictly handle enterprises violating the laws on labour, trade unions, social insurance, and occupational safety and hygiene, especially companies that do not pay or pay salaries late, evade social insurance, let work accidents occur, and cause difficulties for trade union activities and workers according to regulations, she said.

She urged the provincial Confederation of Labour to coordinate with relevant agencies to focus on resolving difficulties and obstacles for workers and persuade them to voluntarily join the trade union, associated with meeting the legitimate aspirations and wishes of workers; promote the launching of patriotic emulation movements among workers and labourers, especially the "Good workers, creative workers" movement.

Speaking at the meeting, Lo Minh Hung, Permanent Deputy Secretary of the provincial Party Committee, proposed that the VGCL soon provide guidance on arranging and handling public assets of trade union organisations; invest in cultural and sports facilities for grassroots-level trade unions to serve workers in enterprises.

Previously, the delegation came to explore the employment situation and trade union member development at the trade union of the Son La Environment & Urban Services Joint Stock Company.
