Chieng Lao was established through the mergence of Hua Trai, Chieng Lao, and Nam Gion communes in the former Muong La district. The commune has 39 hamlets with over 21,000 inhabitants, mainly from Thai, Mong, La Ha, Khang, and Kinh ethnic groups. For generations, the people of various ethnic groups in the commune have preserved and promoted their unique traditional cultural values.

At the opening ceremony, the Chieng Lao commune People's Committee presented commemorative flags to participating hamlets and schools; and awarded certificates of merit to musician Minh Duc from the provincial Culture and Sports Centre, author of the song "Chieng Lao ngay moi" (A new day in Chieng Lao).

Within the framework of the festival, a range of cultural, artistic, and sports activities are scheduled to take place. They include a cultural exchange between artisans inside and outside the commune; the performance of the Pang A ritual, a boat racing and an ethnic costume show; men's and women's volleyball competitions, tug-of-war, stick pushing, cloth ball throwing, and some games for the audience.

The festival also features six booths displaying typical local products, including fish, eggs, moss, fresh bamboo shoots, cham cheo (a type of dipping sauce), chili peppers, honey, ethnic costumes, and handcrafted woven items; and one booth from schools with a space promoting digital transformation.

The first ever festival aims to honour and promote the beautiful traditional cultural values of the ethnic groups living in the commune, strengthen national unity, and commend outstanding collectives and individuals in the "The entire people unite in building a cultural life" movement. At the same time, it creates a healthy, joyful, and exciting playground for ethnic people to interact, and exchange experience in labour and production, and preserve culture. This helps promote the image and cultural beauty of the locality to tourists, and boost socio-economic development.
