Chieng Coi brings digital technology closer to people

Implementing the movement "Digital Literacy for All," Chieng Coi ward has launched a series of practical activities to promote basic digital transformation knowledge and skills among government officials, public servants, employees, and local residents. These efforts aim to accelerate the application of digital technologies in political system management, business operations, and daily life.

Following directions from the central and provincial governments regarding the implementation of the “Digital Literacy for All” movement, the Party committees and authorities of Chieng Coi ward have taken proactive and comprehensive action. They issued detailed plans and proposals, established steering committees and task forces, and adopted a synchronised approach to ensure the movement is deeply rooted in the local context.

Grassroots-level Party cells have incorporated digital transformation into their regular meetings and organised themed sessions such as “Party members pioneer in learning digital skills.” Specific responsibilities have been assigned to officials and civil servants to implement digital transformation initiatives. As of now, the ward has established 39 community digital technology teams with 386 members. These teams regularly assist residents in using digital platforms and accessing e-commerce tools to market and sell their products.

The ward has placed strong emphasis on training and capacity-building in digital transformation. Officials and community tech team members are regularly sent to conferences and training courses on digital skills and artificial intelligence applications, organised by higher-level authorities. In coordination with the Department of Science and Technology and VNPT Son La, training sessions have been held for over 500 officials, public employees, grassroots volunteers, and digital technology team members across schools, health stations, residential groups, and hamlets.

Tong Thi Lan, a member of the community digital technology team in Ne Nua hamlet, said: "Through the training sessions, I learned many practical skills - from using communication and online learning apps to ways of avoiding online scams. This knowledge has made me more confident in accessing digital technology and in guiding fellow villagers."

In addition, political and social organizations have actively responded to the movement, organizing community-based communication activities that integrate instructions on administrative procedures, online public services, and the use of platforms like "Digital Front" and VNIED utilities.

The Women’s Union of the ward has launched the models "Digital Branch" and "Digital Family" in Chau Co hamlet with 40 members, helping women install applications, complete electronic identification, access public services, use e-commerce platforms, and update their digital knowledge and skills.

Promoting the emerging role of youth in digital transformation, Lai Thi Thu, Secretary of the ward Youth Union, said: "The ward Youth Union has formed a digital transformation team with 10 members, including young IT teachers and youth union secretaries from local hamlets. We’ve carried out three campaigns, directly guiding over 100 people in using platforms like 'Digital Literacy for All' and 'Digital Front'. We've also mobilized volunteer teams under the 'Three Responsibilities' movement to support people with online administrative procedures, pension declarations, and more, a spirit of responsibility and contribution among youth spreading toward digital transformation."

Dam Thi Mai Huong, Deputy Chairwoman of the Chieng Coi ward People’s Committee, stated: "The ward has coordinated with VNPT Son La to deploy the 'Digital Citizen' App. This application allows local monitoring, population data management, and response handling, while also creating a platform for job recruitment, buying and selling within the community. Residents can update information, exchange goods, and look for jobs directly on their phones."

So far, the ward has launched the system, setting up two administrator accounts for the People's Committee and accounts for 30 groups and hamlet leaders. Training and app installation guidance is ongoing for officials, civil servants, and community digital tech teams. Training sessions are also integrated into group and hamlet meetings, helping locals gradually access and use the app.

With a decisive and innovative approach, the "Digital Literacy for All" movement in Chieng Coi ward has helped officials, Party members, civil servants, public employees, and local people improve their digital skills. It contributes to the practical implementation of Politburo Resolution No. 57 on breakthroughs in science, technology, innovation, and national digital transformation. The initiative brings digital technology closer to people’s lives, building a digital government, digital society, and modernizing public administration for the benefit of the people.
