Administrative reform must take people, businesses at centre: official

Vice Chairman of the provincial People's Committee Nguen Thanh Cong on January 16 presided over an online conference reviewing the performance of the steering committee for administrative reform, digital transformation, and the development of resident data, electronic identification and authentication applications to serve national digital transformation in 2024.

The conference also outlined tasks for 2025 and announced the 2024 Satisfaction Index of Public Administrative Services (SIPAS) and the Public Administration Reform (PAR) Index.

Last year, the committee issued operational regulations, assigned tasks, and implemented various relevant directives.

Digital transformation was stepped up, with efforts made in accelerating the processing of administrative procedures and task management in an electronic environment to maximise convenience for citizens and businesses. Notably, over 97% of official electronic documents were digitally signed and processed entirely online through the document management and administration system. The rate of online public service applications reached 85.5%, while 94.5% of administrative records were received via digital platforms.

A strong focus was placed on executing Project 06, with proactive reviews of five key areas: legal framework, infrastructure, security and safety, data, and resources. The province successfully integrated its systems with the national electronic identification and authentication platform, enabling login via electronic identity accounts. As a result, VNeID has been officially adopted as the sole account for accessing online public services through the province's administrative procedure resolution system.

The PAR Index 2024 showed marked improvements. The average score across departments reached 89.05%, up 3.08% from 2023, with nine units surpassing the average. The Department of Transport topped the chart with 96.76 points.

Among districts, the average index stood at 87.82 points, an increase of 1.98 points from the previous year. Eight districts surpassed the average, with the Son La city People's Committee ranking first at 91.34 points.

The SIPAS also recorded impressive results. The average index for departments, agencies, and sectors was 94.97%, with 19 out of the 20 departments scoring 90% or higher. The Committee for Ethnic Affairs took the lead with 98.49%.

At the district level, the index averaged 95.05%, with 11 district and city People’s Committees gaining 90% or higher. Song Ma district led the rankings with 92.2%.

Speaking at the event, Cong called on committee members to carry forward their role and responsibility in driving administrative reform, digital transformation, and the implementation of Project 06 across the province.

He asked them to provide advice, helping authorities restructure the political system, ensuring a more streamlined and efficient administrative apparatus. Additionally, he urged the effective implementation of the National Assembly Standing Committee’s resolution on reorganising district- and commune-level administrative units for the 2023-2025 period.
