The delegation was received by Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, along with leaders of relevant provincial departments.
From 2018 to 2025, the Government allocated funding for 439 projects under Project 666 in Son La, with a total investment of about 2.1 trillion VND (59.92 million USD). So far, 83 out of 84 projects from the 2018-2020 phase have been completed, while projects for 2021-2025 are finalising their settlement. Disbursement reached 99.2% of the allocated capital.
Following the Prime Minister’s conclusion, dated April 28, 2025, regarding the adjustment of Project 666, Son La has submitted investment proposals for the 2026-2030 phase, with a projected total investment of nearly 2.5 trillion, focusing on upgrading essential infrastructure in hydropower resettlement areas. The province also proposed over 605 billion VND in funding to support livelihoods, production, forest protection, and vocational training for resettled households and affected residents.
Regarding the National Target Programme on Sustainable Poverty Reduction for 2021-2025, the Government allocated over 1.23 trillion VND to the province, with a disbursement rate of 61.6%. The province has implemented seven key projects, including socio-economic support for poor districts, livelihood diversification, production support and nutrition improvement, vocational education and sustainable employment, housing support for poor households, communication and information, and capacity building and programme monitoring. These efforts have effectively reduced the province’s poverty rate from 21.6% in 2021 to 10.8% by the end of 2024, averaging a 3.5% decrease per year.
For the National Target Programme on New-Style Rural Development, Son La has had two specialised resolutions issued by the provincial Party Committee, 25 People’s Council resolutions, and numerous guiding documents. The total mobilised funding for 2021-2025 reached over 1.45 trillion VND from the state budget, and over 24 trillion from social sources, credit, and public contributions. To date, 214 OCOP products have been evaluated and rated 3-5 stars; all communes have fiber-optic infrastructure and 4G coverage; more than 117,200 farmers’ accounts are active on e-commerce platforms; and 42 enterprises and cooperatives have promoted their products digitally, contributing to digital transformation in rural agriculture.
The province has also prioritised emergency resettlement in disaster-prone areas. In 2024, Son La received 250 billion VND from the Government to address the aftermath of Typhoon Yagi and subsequent floods, implementing 14 infrastructure projects across 13 communes. In 2025, an additional 200 billion VND has been provided to fund 16 projects, including five aimed at relocating residents from areas at high risk of landslide.
The provincial People’s Committee proposed that the ministry continue to support effective implementation of Project 666 for 2026-2030, requiring over 3.1 trillion for infrastructure, livelihood support, vocational training, and stabilization of resettled residents.
The province also urged the prompt issuance of national target programmes for 2026-2030, with guiding documents, and the inclusion of resettled populations and those in disaster-prone areas, and priority project zones in support policies.
Furthermore, funding is requested for 31 resettlement projects covering over 1,400 households, with a total investment of around 795 billion VND, alongside funds for agricultural extension, irrigation systems, reservoirs, and water-saving measures to support production.

At the meeting, Deputy Minister Hung commended Son La’s efforts in implementing agricultural and rural development programmes and projects, recognising the province’s effective economic restructuring tied to improving residents’ livelihoods. He urged the province to proactively mobilising resources for sustainable development.
The working delegation pledged to consider Son La’s proposals, prioritise allocation of suitable funding, and ensure effective disbursement, contributing to the province’s socio-economic development goals in the coming period.
