The event was chaired by Hoang Quoc Khanh, Secretary of the provincial Party Committee, Chairman of the provincial People's Committee, and head of the provincial Steering Committee for Administrative Reform, Digital Transformation, and the Project on Developing Population Data Application, E-identification, and E-authentication for National Digital Transformation - Project 06 (Steering Committee 1168).
Attending the conference were members of the provincial Party Committee, standing members of the provincial People's Committee, representatives of the provincial Vietnam Fatherland Front Committee, leaders from departments and agencies, members of Steering Committee 1168, and leaders of districts and Son La city.
After three years of implementing Resolution No. 17-NQ/TU dated August 31, 2021 by the Standing Board of the provincial Party Committee regarding digital transformation in Son La province for the 2021-2025 period, with orientations until 2030, significant results have been achieved in digital transformation in the province, creating a fundamental foundation for the work in the coming years. The digital transformation fields have been implemented synchronously across levels and sectors, focusing on tasks and solutions to enhance service quality for people and businesses.
In 2024, Son La province aims to make breakthroughs in digital transformation with a focus on digitization of economic sectors, digital governance, and digital data with the people and businesses at the center of transformation. The province will mobilize resources to promote comprehensive digital transformation based on three pillars: digital government, digital economy, and digital society. To date, the provincial administrative procedure information system has connected and shared data with the National Public Service Portal. Administrative procedures are now conducted synchronously across all three levels from province to district and commune.
The total number of online public services in the province is 1,886, including 312 partially online and 1,554 fully online. Son La currently maintains 2,448 community digital transformation teams with 15,101 members. As of the third quarter of 2024, the province guided residents to activate 539,304 electronic identification accounts at levels 1 and 2 and the rate of households with smartphones stood at 96.36%.
The provincial People's Committee has organized activities in response to National Digital Transformation Day 2024. Steering Committee 1168 has launched a competition titled “Learning about and promoting digital transformation in Son La province 2024.” After three months, as of August 30, the organizing committee received 307 entries, of which 298 met the requirements. As many as 21 works from three authors and 18 author groups were awarded, including four second, eight third, and nine consolation prizes.
At the conference, participants focused on discussing digital transformation in the province, focusing on such topics as solutions for implementing Project 06 in the upcoming period, results of supporting the shutdown of 2G networks in the province, outcomes of activities in response to National Digital Transformation Day in Son La city, and several solutions to step up digital transformation.
The organizing committee also summarized and awarded prizes to winners of the “Learning about and promoting digital transformation in Son La province 2024” competition and the “Learning about administrative reform in Son La province” online contest.
On this occasion, the Chairman of the provincial People's Committee awarded the certificates of merit to two groups for their outstanding achievements in the “Learning about administrative reform in Son La province” online contest.
In his closing speech, Khanh requested departments, sectors, units, and localities continue to strengthen communication and awareness-raising efforts about digital transformation; effectively conduct training to enhance basic digital skills, thus fostering and maintaining habits of using digital technology among officials, Party members, and the community. He directed the establishment of mechanisms and policies to create a legal framework and resources to promote digital transformation in the province.
The local leader urged the acceleration of telecommunications infrastructure investment across the province; investment in infrastructure and telecommunications services for ethnic minority groups and residents in especially difficult areas, remote and border regions. He emphasized the importance of rapidly constructing and improving shared databases and specialized databases; fostering the development of the digital economy; and proposing to incorporate key digital transformation indicators into annual socio-economic development programmes and plans of relevant agencies, units, and localities.
