At the meeting, the leaders of the provincial Party Committee’s Organisation Board (the standing agency of the Steering Committee) reported on the situation and results of the Steering Committee’s activities in directing the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term. Accordingly, the Steering Committee has directed relevant agencies and units to thoroughly grasp and strictly implement documents issued by the Party Central Committee and the provincial Party Committee, and to study and advise the provincial Party Committee and its Standing Board on issuing directing and guiding documents for the elections.
The provincial Party Committee’s Standing Board issued Conclusion No. 108-KL/TU dated December 26, 2025 on the policy of introducing local candidates for the 16th National Assembly for the 2026–2031 term; Conclusion No. 190-KL/TU dated December 26, 2025 on the policy of nominating candidates for the 16th provincial People’s Council for the 2026–2031 term; and Official Dispatch No. 838-CV/TU dated December 31, 2025 on seeking opinions regarding the nomination of personnel for the positions of head of the provincial delegation of National Assembly deputies and Chairperson of the 16th provincial People’s Council for the 2026–2031 term
The Steering Committee directed the Standing Board of the Party Committee of the provincial People’s Committee to coordinate with the provincial Party Committee’s Organisation Board in advising the provincial Party Committee’s Standing Board on establishing election committees for deputies to the 16th National Assembly and the provincial People’s Council for the 2026–2031 term. It also directed the provincial Election Committee to receive profiles of candidates for the National Assembly and the provincial People’s Council in accordance with regulations.
The Standing Board of the provincial Vietnam Fatherland Front Committee, together with the Party Committee of the provincial People’s Council, has prepared necessary contents for the first consultative conference, ensuring compliance with the prescribed schedule. Notifications on the structure and allocation of the number of candidates for the National Assembly and the provincial People’s Council for the 2026–2031 term have been issued in a timely manner. Relevant agencies and units have been carrying out procedures to organise voter conferences to nominate candidates in accordance with regulations.

In order to provide a basis for communes and wards to implement the policies of the Party Central Committee and the Central Military Commission on nominating candidates for the position of commune-level Military Commander (after mergers) to run for the election to People’s Councils at the commune level for the 2026–2031 term, on January 14, 2026, the Party Committee of Military Region 2 directed the provincial Military Command to appoint commune-level Military Commanders across the province.
The provincial Party Committee’s Organisation Board proposed that the provincial Election Steering Committee assign the Party Committee of the provincial Vietnam Fatherland Front Committee to coordinate with the Party Committee of the provincial People’s Council in guiding commune-level authorities on nominating commune-level Military Commanders as candidates, ensuring compliance with regulations.

At the meeting, delegates focused discussions on issues related to personnel work, the structure of deputies, the consultative process, information and communication efforts, ensuring security and public order, and preparation of facilities to serve the elections.

In his concluding remarks, the Secretary of the provincial Party Committee requested departments and agencies that are members of the Steering Committee to continue thoroughly grasping and implementing directing and guiding documents issued by the Party Central Committee and the provincial Party Committee regarding the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term. He emphasised the need to strengthen communication and public outreach to unify awareness and action among the people, thereby encouraging broad participation and ensuring the most effective implementation of election-related tasks.
He directed the Party Committee of the provincial People’s Council and the Standing Board of the provincial Vietnam Fatherland Front Committee to thoroughly prepare contents for organising the second consultative conference for the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
The provincial Party Committee’s Organisation Board was tasked with preparing personnel work under the management of the Party Central Committee’s Politburo and Secretariat, and the provincial Party Committee’s Standing Board, ensuring appropriate structure, quantity, and composition in accordance with regulations. The provincial Election Committee was instructed to properly organise the receipt of the profiles of candidates for the National Assembly and the provincial People’s Council, and to guide and resolve difficulties (if any) so that commune-level election committees can receive candidate applications in strict compliance with regulations.
The Steering Committee 35 and the provincial Party Committee’s Board for Information, Education and Mass Mobilisation were assigned to closely monitor ideological trends and guide public opinion, promptly addressing any negative or misleading information. The provincial Party Committee’s Inspection and Internal Affairs Boards were tasked with coordinating and advising on the timely handling of complaints and petitions in accordance with regulations, while ensuring security, public order, and adequate facilities to serve the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
