In 2026, state budget revenue in Son La province is assigned by the central government at 4,756 billion VND, including 3,756 billion VND from taxes and fees and 1,000 billion VND from land-use fees. The provincial People’s Council has set a target of 5,050 billion VND, including 3,900 VND billion from taxes and fees and 1,150 billion VND from land-use fees.
Ha Minh Duc, head of the provincial Tax Department, stated that the provincial tax sector closely follows the budget administration directions of the Government and the Ministry of Finance as well as local production and business developments to proactively give advice to the provincial People’s Committee. It has coordinated with departments, agencies, and localities to synchronously and decisively implement revenue management solutions for 2026 in line with practical conditions. Detailed monthly and quarterly plans have been developed to ensure progress in accordance with assigned revenue estimates.
From the beginning of the year, the tax sector has intensified dissemination of new tax policies and laws to enhance taxpayers’ awareness of their obligations to the state budget. Dialogues have been organised to listen to taxpayers’ feedback, remove difficulties for businesses, and strengthen tax administration effectiveness. Authorities have stepped up inspections and reviews of tax declarations and payments by organisations and individuals, promptly detecting cases of non-registration, incorrect or incomplete declarations, and underpayment for timely recovery measures. Strict supervision of VAT refunds has also been maintained to ensure compliance with regulations. At the same time, the sector has actively implemented modernisation and digital transformation programmes, including online tax declarations and electronic tax payments, reducing administrative processing time.
The provincial Tax Department has directed its subordinate units to urgently carry out assigned tasks in conjunction with launching emulation movements aimed at successfully fulfilling the 2026 revenue collection targets. The entire sector has focused on guiding and supporting taxpayers in tax finalisation and urging timely post-finalisation payments. Outstanding tax debts as of December 31, 2025, had been reviewed and classified by debtor, and detailed plans and debt recovery targets for 2026 have been assigned to collectives and individuals.
With the concerted efforts of the tax sector and local authorities, as of February 23, total state budget revenue reached over 875 billion VND, equivalent to 18.4% of the central government estimate and 17.33% of the provincial target. Of this amount, revenue from taxes and fees exceeded 694 billion VND, while land-use fee revenue hit 181 billion VND. Several revenue sources recorded strong growth, including the Son La Hydropower Plant with 121.4 billion VND (equivalent to 570.87% of the same period in 2025) and the Hoa Binh Hydropower Plant with 61.2 billion VND (equivalent to 376.26% of the same period last year). Revenue from non-state industrial, commercial, and service enterprises reached 259.5 billion VND, equal to 120.97% of the same period in 2025.
Tax Sub-Department No. 2 is among the units achieving high revenue from the beginning of the year. Its head Bui Van Ha shared that in 2026 the unit has been assigned to collect 155 billion VND in taxes under the central estimate and 163.6 billion VND under the provincial estimate. The unit has proactively reviewed and strictly managed revenue sources, regularly monitoring and analysing each source, tax category, and locality to implement timely and effective measures. As of February 25, budget revenue in its area had reached 70.8 billion VND, equivalent to 45.56% of the central estimate and 43.33% of the provincial estimate.
With synchronised solutions and proactive engagement from the outset, the Son La provincial Tax Department is ensuring accurate and sufficient revenue collection for the state budget and is determined to continue achieving impressive results in 2026, creating resources to support local socio-economic development.
