Torrential rains on August 1 triggered severe flooding across the province, pushing water levels on the Ma River above the highest alert threshold. The deluge inundated multiple communes, including Muong Lan, Song Ma, Pung Banh, Chieng So, Bo Sinh, Muong Lam, Sop Cop, and Chieng Khoong, resulting in significant loss of life and property.
Many hamlets were cut off, with houses swept away or destroyed. Vast areas of rice fields and crops were submerged and damaged. Power, telecommunications, and transportation systems were heavily disrupted, with extensive damage reported on numerous roads.

Right after the disaster, provincial military, police, and other local forces were swiftly mobilised to reach affected areas. A command centre was established in Song Ma commune to coordinate relief operations and oversee recovery efforts.
On August 2, with an urgent and coordinated response, local authorities and on-site forces focused on mitigating flood damage. Emergency teams helped households clean up debris and restore sanitation, while efforts were also made to repair disrupted power lines, telecommunications networks, and transport routes, aiming to stabilise daily life for residents as quickly as possible.

Viet commended the timely response and strong efforts by local authorities, departments, and frontline forces in directing and assisting residents with post-disaster recovery.
He urged localities to swiftly assess the damage, and to develop prompt support plans to help affected households resume normal life. He also called for continued on-the-ground assistance, 24/7 standby teams to handle emergencies, and greater focus on environmental sanitation and disease prevention in flood-hit areas.
Emphasising the importance of public awareness, he called for stepped-up communication efforts to enhance community preparedness and minimize damage from future natural disasters and floods.
