Provincial leader urges acceleration of site clearance for Hoa Binh – Moc Chau Expressway project

Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Nguyen Dinh Viet, who is also head of the provincial steering committee for the construction of the Hoa Binh – Moc Chau Expressway’s section in Son La, chaired the steering committee’s meeting on September 23 in Van Ho commune to review its performance in the third quarter of 2025 and launch tasks for the fourth quarter.

The event was attended by Dang Ngoc Hau, Vice Chairman of the provincial People’s Committee, deputy head of the steering committee; and Nguyen Minh Tien, Vice Chairman of the provincial People’s Committee, deputy head of the Steering Committee, among others.

At the meeting, representatives from provincial departments, sectors, and localities reported on the project’s progress. For component project No.1 on compensation, support, resettlement, and site clearance in To Mua and Van Ho communes, site clearance has been completed, and the construction unit has received the cleared land in two out of 10 designated areas.

For component project No.2 on compensation, support, resettlement, and site clearance in Van Son ward, progress is on schedule. To date, 10.57 hectares of land have been cleared, achieving 100% of the required volume. Regarding the additional site clearance volume, the compensation plan has been approved, and payments have been made to 25 out of 28 land owners.

For component project No.3 on transport infrastructure construction, the provincial Transport Construction Project Management Board has handed over the site to contractors for 1.06 km within Van Son. However, in Van Ho and To Mua, no land has yet been handed over to contractors. Currently, efforts are being made to persuade households to accept advance compensation and hand over the land to facilitate construction.

During the project implementation, several difficulties and obstacles remain, such as the lack of designated dumping sites for resettlement areas, and complicated terrain and geological conditions at the resettlement site in Pang hamlet, To Mua commune. Site clearance also faces many challenges, limiting the progress of component project No.3 on transport infrastructure construction and affecting the disbursement schedule of the 2025 capital plan.

Speaking at the meeting, the Chairman of the provincial People’s Committee requested the People’s Committees of Van Ho, To Mua, and Van Son to accelerate site clearance to ensure timely project implementation. He emphasised the need to complete resettlement areas to help residents stabilise their lives and hand over land to the project developer.

Relevant departments and sectors were asked to coordinate in addressing difficulties and obstacles faced by project owners and local authorities according to their functions and responsibilities. Contractors were urged to maximise manpower and machinery to speed up construction once land is handed over.
