Son La accelerates implementation of projects using 2025 central budget contingency fund

Vice Chairman of the provincial People’s Committee Nguyen Minh Tien on January 21 chaired a hybrid meeting with representatives of relevant departments, agencies, and sectors to review the implementation progress of projects using the central budget contingency fund for 2025.

According to a report by the Department of Agriculture and Environment, as of January 20, all 15 projects had been approved in principle. Of these, 13 projects received investment policy approval, while two projects got emergency construction orders. Currently, 10 of the 15 projects have been submitted for appraisal, including two emergency projects, five school construction projects, and three road and bridge projects such as the Huoi Mot–Nam Nhan road, the Muong Lam–Dua Mon road, and the Pe Tien bridge (Chieng So commune).

The appraisal process is being carried out in accordance with regulations by the relevant departments and agencies. It is expected that appraisal results for five out of the 10 submitted projects will be issued in January 2026. The remaining five projects are still in the process of preparing feasibility study reports or techno-economic reports.

The department has advised the provincial People’s Committee to issue a document instructing district- and ward-level People’s Committees to establish steering committees and councils for site clearance for projects.

Participants at the meeting focused on discussing and clarifying difficulties and bottlenecks in the implementation process, particularly in the preparation and completion of investment documentation; delays in appraisal progress for several projects; and insufficient coordination between project investors and specialised departments.

In his remarks, Vice Chairman Tien requested that departments and agencies urgently establish steering committees and councils for compensation and site clearance; coordinate to complete appraisal dossiers; and shorten processing times while strictly complying with legal regulations, ensuring that no delays occur due to subjective reasons.

He also emphasised prioritising the appraisal of projects aimed at addressing natural disaster consequences, ensuring construction schedules and on-time completion.

He assigned the Department of Agriculture and Environment to continue serving as the focal point for monitoring and hasten the implementation of projects, and to promptly advise the provincial People’s Committee on solutions to address difficulties, accelerate project implementation, ensure early realisation of investment effectiveness, and contribute to social stability and socio-economic development.
