Son La hastens construction of inter-level boarding schools in border communes

Nguyen Minh Tien, Vice Chairman of the provincial People's Committee, on October 20 chaired a meeting on the investment in the construction of primary-secondary boarding schools in border communes.

Attending the event were Dao Tai Tue, member of the provincial Party Committee’s Standing Board and Director of the Department of Construction, along with leaders of relevant departments and agencies. The meeting was held both in-person and online, connecting to all 13 border communes across the province.

In line with Conclusion No. 81-KL/TW dated July 18, 2025 by the Politburo on the policy of investing in school construction for border communes, Son La province is currently mobilising resources to develop primary-secondary boarding schools in 13 border communes.

As of now, all 13 communes have completed the planning of the overall construction site layout; 10 have completed cadastral surveying; and all have completed land surveys, data collection, and drafted land valuation certificates.

Regarding design, localities have selected architectural models based on templates issued by the Ministry of Construction. The provincial People's Committee has issued decisions assigning project investors for the implementation of these school construction projects. Meanwhile, the Department of Finance has proposed the application of special investment mechanisms to ensure the progress, quality, and effectiveness of the projects.

During the meeting, participants discussed existing challenges in the implementation process, such as lack of capital allocation decisions and technical design and cost estimates not yet approved. Some school sites involving rice cultivation land has not yet been approved for land-use conversion, hindering site clearance and subsequent investment procedures.

In his concluding remarks, Tien urged departments, agencies, and localities to accelerate the completion, appraisal, and approval of technical designs and cost estimates; strengthen field inspections to promptly address emerging issues during project implementation; and establish a Project Steering Committee and supporting working group to expedite the process, aiming to commence construction in October 2025.

He requested that relevant authorities coordinate closely in providing guidance and resolving procedural difficulties, particularly those related to planning, land use, and investment procedures, to ensure timely document completion and massive implementation across the province’s border communes.
