According to the Department of Agriculture and Environment, as of April 28, proposals for all 14 resettlement and post-disaster recovery projects funded by the central budget contingency for 2024, totaling 250 billion VND (9.62 million USD), had been received. Additionally, those for five out of seven projects funded by local resources, with a combined investment of 183.4 billion VND, had also been submitted.
These projects mainly focus on constructing access roads, internal roads, house platforms, water and electricity systems, embankments, and flood drainage systems.
To date, three out of ten submitted project proposals have undergone appraisal, including the post-disaster recovery project for sub-area 34 in Dong Sang ward, Moc Chau township; the resettlement project for Sang Lay hamlet, Chieng Phung commune, Song Ma district; and the project in Nhung Tren and Nhung Duoi hamlets, Chieng Noi commune, Mai Son district.
Appraisals are also underway for three of five project files from Muong La district and two others from Thuan Chau and Van Ho districts.
However, several localities are encountering difficulties, primarily due to funding shortages for certain projects in Thuan Chau and Song Ma districts; lack of community consensus on relocation plans; and delays in determining compensation rates and implementing land clearance.

During the meeting, Viet requested that all departments, agencies, and district-level People’s Committees urgently coordinate efforts to finalize documents and expedite appraisal procedures. He emphasized the need to promptly resolve implementation challenges and strive to complete the bidding process by June 15 to select contractors and begin construction as soon as possible. He also called for continued efforts to persuade residents to relocate to safer areas.
