Son La promotes administrative reform towards people’s satisfaction

The People's Committee of Son La province on January 17 chaired a conference to review administrative reform work, and announce the Satisfaction Index of Public Administration Services (SIPAS) and the Public Administration Reform Index (PAR Index) in 2023.

Last year, the provincial steering committee for administrative reform issued various documents to direct and manage the implementation of administrative reform tasks associated with carrying out the socio-economic development plan, improving the business environment, and innovating the working methods of State administrative agencies.

Digital transformation and the online processing of dossiers were stepped up, with all administrative procedures and internal processes for solving administrative procedures in all areas updated and publicised, thus creating maximum convenience for people and businesses. The rate of documents handled on time surpassed 99%.

Localities effectively implemented the pilot "Friendly Administration" model, gradually improved the operational quality and efficiency of State agencies, and built an administration apparatus serving the people.

Regarding the PAR Index, in 2023, the total average score of the departments reached 85.97 points, down 5.22 points compared to 2022. There were 11 units surpassing the average level, of which the Department of Transport ranked first, with 95.44 points. The total average score of the localities was 85.84 points, down 2.1 points against the previous year. Five localities recorded higher scores than the average level, with the Son La city People's Committee coming first, with 93.14 points.

For the SIPAS, last year, the total average score of departments and agencies reached 95.39%, down 0.44% compared to 2022, with 19 out of 20 units hitting 90% or higher. Of which, the management board of industrial parks and the provincial Committee for Ethnic Minority Affairs saw a SIPAS index of 100%.

The figure of the localities was 94.54%, 1.78% lower than that in 2022. There were 11 units with a SIPAS index of 90% or higher, with Song Ma district recording 100%.
