Participants were introduced to the Prime Minister’s Decision No. 766/QD-TTg dated June 23, 2022, approving the set of indices for directing, managing and assessing the quality of services for citizens and businesses in the delivery of administrative procedures and public services in real time on the electronic environment.
The conference also analysed and proposed solutions to improve scores across the criteria of the Index on Performance in Serving Citizens and Businesses, and provided guidance on end-to-end online public services and specialised digital signatures for official use.
In recent years, Son La province has made considerable efforts in administrative reform, the application of information technology and digital transformation. However, rankings under the administrative reform index and the citizen and organisational satisfaction index indicate that several criteria still recorded modest scores.
In 2025, Son La ranked 23rd out of the 34 cities and provinces nationwide, while some stages in the receipt, processing and return of administrative dossiers, the rollout of end-to-end online public services, and the use of digital signatures have yet to be fully synchronised and effective.
Speaking at the conference, Hau urged departments, agencies and People’s Committees of communes and wards to strictly follow procedures for the receipt and settlement of administrative dossiers, step up the rollout of end-to-end online public services, and use digital signatures effectively.
After the conference, officials and civil servants were asked to immediately apply the knowledge gained in practice in line with the Index on Performance in Serving Citizens and Businesses, with a view to improving the quality of administrative procedure settlement, enhancing citizen and business satisfaction, and striving to place the province among the top 15 nationwide in 2026.
