Attending the meeting were vice chairpersons of the provincial People’s Committee; and representatives of the provincial Department of Construction, the Management Board for Traffic Works Construction Investment Projects, relevant departments and agencies, and To Mua commune. According to the Department of Construction, the Hoa Binh–Moc Chau expressway section in Son La province spans 33.3 kilometres, requiring land clearance of more than 318 hectares and affecting 760 households. The plan includes four resettlement sites and two rest stops.
To date, land clearance has largely been completed for all four resettlement sites, the two rest stops, and 26.42 kilometres, equivalent to 79.33% of the total length.

For the transport construction component, three construction packages are currently underway along the route. Between January 15 and 27, 2026, the value of work completed was estimated at more than 77 billion VND (about 2.97 million USD).
Allocated funding totals over 3.06 trillion VND, with disbursement across the project exceeding 1.83 trillion VND, equivalent to 59.89% of the assigned capital plan.
Reports presented at the meeting focused on obstacles to project progress, including discontinuous site clearance with multiple fragmented sections; delays in completing required procedures for additional spoil disposal sites and service roads, complicating construction work. Several newly arising disposal sites have yet to be updated in environmental documentation.
The Van Ho commune People’s Committee proposed that the provincial People’s Committee promptly approve land acquisition and site clearance for additional disposal sites and service roads in line with technical designs, and allow spoil dumping at certain sites that emerged during construction where local residents have given consent, in order to ease constraints and keep the project on schedule.

Regarding plans to expand the Hoa Binh–Moc Chau expressway from two lanes to four, the Department of Construction said that on December 31, 2025, the Ministry of Construction reported to Deputy Prime Minister Tran Hong Ha and proposed that the Ministry of Finance urge the Prime Minister to balance and allocate an additional 4.48 billion VND for Son La province to implement the project.
The Son La provincial People’s Committee has instructed relevant departments and agencies to finalise documentation and clarify key issues for submission to central authorities in accordance with regulations.
For the CT.03 expressway project running through Son La province, Deputy Prime Minister Tran Hong Ha agreed in principle to assign the Son La provincial People’s Committee as the project’s managing authority.
The provincial People’s Committee has instructed relevant departments, agencies and the project management board to urgently carry out steps to prepare the pre-feasibility study report, while proposing the inclusion of the project’s funding needs in the 2026–2030 medium-term public investment plan using the central budget.
On January 27, 2026, the People’s Committees of Son La and Dien Bien provinces agreed on the connection point of the CT.03 expressway at the boundary between the two localities.

Addressing the meeting, Chairman Viet asked the Van Ho commune People’s Committee to focus on removing bottlenecks to speed up site clearance for the remaining sections, with priority given to resolving issues related to additional spoil disposal sites.
He assigned the provincial Management Board for Traffic Works Construction Investment Projects to continue urging contractors to finalise detailed construction designs and organise work under a “three-shift” approach, following the principle of “building wherever sites are available,” to ensure progress and meet public investment disbursement targets.
Relevant departments and agencies were asked to proactively coordinate in addressing difficulties related to licensing material mines, land-use conversion, compensation, support and resettlement, ensuring projects proceed on schedule and in compliance with regulations. They were also tasked with coordinating the completion of documentation for submission to central authorities on the CT.03 expressway section in Son La province for review by the provincial Party Committee’s Standing Board.
