Building of learning society in Son La surveyed

A survey team from the National Council for Education and Human Resources Development under the Ministry of Education and Training on October 31 held a working session with the Son La provincial Steering Committee for Building a Learning Society to review the implementation of learning society development in the context of the two-tier local administration system.

In implementing the project on building a learning society for the 2021–2030 period (Project 1373), Son La province established the steering committee and developed an action plan to carry out the tasks under the project.

To date, the rate of 5-year-old children enrolled in preschool has reached 99.96%; 99.94% of 6-year-old children have entered Grade 1; 93.48% of 11-year-old children have completed the primary education programme; 100% of students completing primary education continue to Grade 6; and 90.3% of students aged 18 have graduated from high school.

In the 2024–2025 academic year, the province opened 45 new literacy classes with 1,567 learners. The literacy rates (level 2) among people aged 15–25, 15–35, and 15–60 are 99.1%, 98.9%, and 96%, respectively. Son La province has maintained its level 2 standard in eradicating illiteracy.

According to inspection and evaluation results, the province currently has over 344,200 “Learning Citizens,” accounting for 37.87%; 81.56% of households have been recognised as “Learning Families”; 74% of clans as “Learning Clans”; and 97.9% of organisations as “Learning Units.” In addition, 97 out of 204 “Learning Communities” and 31 out of 32 “Learning Units” at the provincial level have been rated as excellent.

Based on a report from the provincial Steering Committee, the survey delegation requested clarification on several aspects, including the direction, management, and inter-sectoral coordination between the provincial Department of Education and Training and other departments, agencies, and mass organisations in implementing the goals of Project 1373; the progress of developing learning models; the allocation and use of state budget and socialised funding for building learning organisations; the operational status and connectivity among Continuing Education Centres, libraries, and cultural houses in meeting people's learning needs; and the level of information technology application and digital transformation in developing open educational resources and organising online learning opportunities for citizens.

The delegation appreciated the preparation work of the Department of Education and Training, who is the standing agency of the provincial Steering Committee for Building a Learning Society, in developing the survey report.

The delegation will take note of the feedback, compile recommendations, and submit them to the National Council for Education and Human Resources Development to advise the Government and the Ministry of Education and Training on policy adjustments, improvements in management mechanisms, and proposals for breakthrough solutions to promote the effective and sustainable development of a learning society in the new context.
